Furthermore, in order to address migration-related challenges in a holistic manner and offer a venue for Member States to discuss them at the intergovernmental level, the Assembly has convened two high-level dialogues dedicated to international migration and development, the first in 2006 and the second in 2013.
During its fourth session, the Committee discussed and adopted, at its 38th meeting on 28 April 2006, a written contribution to the high-level dialogue of the General Assembly to be held on 14 and 15 September 2006 devoted to international migration and development in order to highlight the human rights-based approach to migration and development. .
Qatar welcomed the work of the United Nations in this regard, and the fact that a high-level dialogue on international migration and development had been convened for 2006. The latter would provide a good opportunity to gain a better understanding of the phenomenon, address all issues relating to international migration and development, and exchange experiences and information on migratory flows.
At its fifty-fourth session, the General Assembly requested the Secretary-General to submit to it at its fifty-sixth session a report summarizing the lessons learned, as well as best practices on migration management and policies, from the various activities relating to international migration and development that had been carried out at the regional and interregional levels, and recommending policy actions that could be pursued at the international level(resolution 54/212).
In the area of gender, migration, remittances and development, the Institute accomplished significant achievements, including its pioneering research, its active participation in intergovernmental discussions on issues related to international migration and development, including the 2006 High-level Dialogue thereon and the thirty-ninth session of the Commission on Population and Development, and positioning these issues within the international development and human rights agendas.
Also requests the Secretary-General to initiate appropriate action through the regional commissions in order to ensure the carrying out of interregional activities, such as seminars, expert meetings or symposia, with the contribution of the relevant actors on issues relating to international migration and development, taking into account, inter alia, the report of the Secretary-General and also requests the United Nations bodies and other appropriate international organizations to provide support to such activities;
Pursuant to its resolutions 63/225 and 65/170 on the issue of international migration and development, in which the Assembly encouraged a balanced, coherent and comprehensive approach to international migration and development and invited relevant organizations of the United Nations system to provide input to the high-level dialogue on International Migration and Development, to be held by Assembly in 2013, CEB took up the issue at successive sessions in 2012.

In response to General Assembly resolutions 63/225 and 65/170 on the issue of international migration and development, which encouraged the adoption of a balanced, coherent and comprehensive approach to international migration and development and invited relevant organizations of the United Nations system to provide input to the High-level Dialogue on International Migration and Development, to be held by the General Assembly in 2013, CEB took up the issue at its spring 2012 session.
Recalling also its relevant resolutions, in particular resolutions 57/270 B of 23 June 2003, 58/190 of 22 December 2003 and 58/208 of 23 December 2003, in which it decided to devote a high-level dialogue to international migration and development during its sixty-first session with the aim of identifying appropriate ways and means of maximizing the development benefits of international migration and minimizing its negative impacts.
This principle also finds significant support in the recent work of the Global Commission on International Migration, which was launched in December 2003 on the initiative of the Secretary-General of the United Nations, acting at the request of the General Assembly. The Assembly, in its resolution 58/208 of 23 December 2003, had decided to devote a high-level dialogue to international migration and development during its sixty-first session in 2006(see A/60/205).

For its consideration of agenda item 93(c), entitled" International migration and development", the Division prepared and submitted to the General Assembly at its fifty-eighth session the report of the Secretary-General on the topic.5 The report summarizes activities relating to international migration and development carried out by relevant organizations within and outside the United Nations system and discusses the actual and potential mechanisms within the United Nations system for addressing the issues related to international migration and development.
