TO THE GOVERNMENT OF ERITREA in Arabic translation

The Monitoring Group sent a letter to the Government of Eritrea on 27 March 2006 requesting its response concerning the arms shipments reported to have taken place around 3 and 5 March 2006.

وقد وجه فريق الرصد رسالة إلى حكومة إريتريا في 27 آذار/مارس 2006 التماسا لردها بشأن عمليات شحن الأسلحة التي أُفيد بأنها تمت في حوالي 3 و 5 آذار/مارس 2005

Information concerning the arms shipments reported to have taken place around 7 and 14 March 2006 was not sent to the Government of Eritrea for a response, as the Monitoring Group received such information only after dispatch of its letter.

Eritrea tends to procure such items utilizing individuals and private entities with no official relationship to the Government of Eritrea or record of previous involvement in military procurement in order to conceal the military purposes of such procurements.

Option 3 requires host Governments of companies with mining interests in Eritrea to disclose details of all payments to the Government of Eritrea, which would allow national authorities and/or the Monitoring Group to follow up on any relevant enquiries.

ويُلزِم الخيار الثالث الحكومات المضيفة للشركات ذات المصالح التعدينية في إريتريا أن تفصح عن تفاصيل جميع المدفوعات المسددة إلى حكومة إريتريا، بما يسمح للسلطات الوطنية و/أو فريق الرصد بمتابعة أي تحريات في هذا الصدد

Given that the donation of UNMEE assets to the Government of Eritrea had not been accepted by the communities concerned, the General Assembly was invited to approve the donation of the Mission ' s assets to the Government of Ethiopia and the African Union.

Under option 3 it is proposed that the host Governments of companies with mining interests in Eritrea should require them to disclose details of all payments made to the Government of Eritrea, whether in cash or in kind, upon request.

The Monitoring Group sent letters to the Government of Eritrea on 9 August 2006 and 1 September 2006 and to the Government of Kazakhstan on 15 August 2006 requesting their responses concerning four IL-76 flights reported to have variously taken place on 26 and 28 July and 7 August 2006.

I, once again, urge both parties to remove those restrictive measures, and appeal to the Government of Eritrea to cease its insistence on receiving prior notification for non-Mission partners, including embassy staff, humanitarian workers and others, travelling on Mission carriers on both domestic and cross-border flights.

According to the communication, Ruth Simon, born on 16 February 1962, a journalist and correspondent of Agence France Press in Eritrea, on whose behalf the Working Group addressed an“urgent appeal” to the Government of Eritrea on 28 July 1997, was arrested on 25 April 1997.

While the Monitoring Group provided advance visibility to the Government of Eritrea on its midterm briefing to the Committee and on the preliminary findings of its final report on Eritrea, it did not receive full responses to its requests for information provided to the Government of Eritrea.

ورغم أن فريقَ الرصد أطلَع حكومة إريتريا سلفاً على الإحاطة التي كان يزمع تقديمها إلى اللجنة في منتصف المدة وعلى الاستنتاجات الأولية التي أوردها في تقريره النهائي عن إريتريا، لم يتلق الفريق ردودا كاملة على الطلبات التي أحالها إلى حكومة إريتريا التماساً للمعلومات

(b) The Security Council should consider encouraging Member States to introduce rigorous due diligence guidelines for mining companies operating in Eritrea with respect to payment of taxes and royalties, and any other form of revenue accrued from mining production, to the Government of Eritrea in order to prevent the use of such funds in violation of relevant Security Council resolutions;

AI stated that it has documented the arbitrary arrest and detention of thousands of people without charge or trial for criticising or questioning Government policy or practice, for their work as journalists, for actual or suspected opposition to the Government of Eritrea, for practicing a religion not recognised by the Government of Eritrea, for evading or deserting national service conscription, and for trying to flee the country.
