In addition to focusing on efficient transit systems, transport development and the expansion of trade, the Programme of Action will concretely attempt to address landlocked developing countries ' competitiveness, structural transformation and regional cooperation, build resilience, bridge economic and social gaps and ultimately help to transform landlocked developing countries into land-linked countries.
The Ministerial Conference on Transport adopted the Busan Declaration on Transport Development in Asia and the Pacific and the Regional Action Programme for Transport Development in Asia and the Pacific, phase I. Welcoming the convening of the Economic and Social Commission for Asia and the Pacific Ministerial Conference on Transport, held in Busan, Republic of Korea, on 10 and 11 November 2006, which adopted the Busan Declaration on Transport Development in Asia and the Pacific, E/ESCAP/MCT/Rep.

The International Civil Aviation Organization supports air transport development, particularly in the area of aviation safety, through various technical cooperation projects, including the Cooperative Development of Operational Safety and Continuing Airworthiness Programme, a capacity-building programme in aviation safety oversight that contributes to two NEPAD priorities, namely, regional integration and capacity-building.

challenges of landlocked countries focused on four issues: harmonization of transport rules and regulations and of visa issuance procedures; establishment of partnerships between the public and private sectors to build, equip and maintain transport systems; capacity building; and the promotion of transport development corridors.
We also take note of the pre-conference events that have been held so far, including a brainstorming meeting on the priorities of a new development agenda for the landlocked developing countries held on 20 and 21 March 2013, the transport development and trade facilitation held on 13 June 2013 and the meeting on renewing global partnerships for connecting landlocked developing countries to world markets held on 3 July 2013;
(b) To collaborate to promote sustainable and resilient transit systems through, inter alia, regular upgrading and maintenance, development of corridors along transit highways, developing border-crossing mechanisms, including one-stop border crossings, as appropriate, and promoting economies of scale for transport systems through intermodal transport development, dry ports or inland container depots, trans-shipment facilities and similar logistic hubs;
Since one of the major obstacles for rural women in LDCs concerns mobility and lack of access to transport, the secretariat is collaborating with the International Forum on Rural Transport Development in the design and development of a capacity-building technical assistance proposal on" Making global bicycle markets work for the poor" to contribute to greater mobility for girls in LDCs.
