With regard to the secretariat of the Advisory Committee on Administrative and Budgetary Questions, the Secretary-General proposes to continue the current number of regular budget and extrabudgetary posts.
The number of vacancies is unprecedented(500 regular budget and 2,400 extrabudgetary posts).
The reason for the request for the new posts is to improve“the balance between regular budget and extrabudgetary posts in the Office for the Coordination of Humanitarian Affairs”.

Those offices currently have 23 and 17 GS positions, respectively, including all regular budget and extrabudgetary posts.

Upon enquiry, the Committee was informed that, of these 41 extrabudgetary posts, only 26 were encumbered during 1998, thus eliminating the remaining 15.
Extrabudgetary posts amount to a total of 13 for 2002-2003(12 Professional and 1 General Service), compared with a total of 17 during 2000-2001(15 Professional and 2 General Service)(see table 14.3).
With respect to posts, four regular budget posts had been added and three extrabudgetary posts had been eliminated, meaning that the number of posts had risen from 27 to 28.
Also as shown in table 3.3, the total number of extrabudgetary posts proposed for the biennium 1998-1999 is 224, representing a decrease of 2 as compared with 226 posts for 1996-1997.
Accordingly, the total staffing of extrabudgetary posts is proposed at one P-4, eight P-3 and one P-2/1 for crime analysts and two P-3 for scene-of-crime investigators.
As indicated in table 10.3, the total of extrabudgetary posts proposed for the biennium 1998-1999 is 57 posts(43 Professional and 14 General Service), representing a decrease of one Professional.
The Security Service consists of 2 Professional and 88 Security Service posts, including 19 extrabudgetary posts, supplemented by temporary assistance resources equivalent to 16 full-time posts. .
As indicated in table 24.3, the total number of extrabudgetary posts proposed for the biennium 1998-1999 is 60, representing a decrease of 19 extrabudgetary posts as compared with the total of 79 posts for the biennium 1996-1997.
