Following an introductory section, in section II the Special Rapporteur describes the legal and institutional framework for the promotion and protection of human rights in the Democratic Republic of the Congo.
Sections II and III of the document outlined the way forward for UNIDO activities in the years to come, against the background of a changing world environment.
Section II also includes information on new initiatives undertaken since the combined initial, second and third report was submitted in 2005.
Sections II and III of the annex focused on prevention and preparedness, proposing specific measures to be taken by the international community and States.
