Testacy figures were about half for the smallest estate to more than 90 percent for estates worth about £150,000 and up to 99 percent for estates larger than £3 million.
The clearance rate exceeded the level of the previous year in four countries excluding the U.K. Although an accurate comparison is difficult, the crime rate in Japan has been below the levels of the other four countries for those five years.
However, despite the increase in the number of cleared cases and in the number of persons cleared, the clearance rates for the 9 types of violent offenses showed a gradual decline more or less constantly since 1984, and they are dropping sharply due to the sharp rise in the numbers of reported cases in the past few years.
The clearance rate rose in four countries compared to the previous year in four countries excluding the U.K. Although an accurate comparison is difficult, the number of reported cases and the crime rate for major offenses in Japan have been below the levels of the other four countries for those ten years.
Clearance rates remain high for such serious or violent crimes as murder, robbery, assault, and physical intimidation, but commonly occurring everyday crimes like vehicle theft and property damage have a correspondingly low clearancerate. Crimes like murders by stalkers and child kidnapping cases receive sensational media coverage, but many smaller crimes remain unreported and unresolved.
In comparison between Japan and the 3 countries excluding Germany, the clearance rate in Japan has exceeded that in these countries through all periods until 1999.
