Prior to the programme of United Nations reform, the natural disaster reduction subprogramme of the Department of Humanitarian Affairs of the United Nations Secretariat was the responsibility of the Disaster Reduction Division which comprised the operational responsibilities of the Disaster Mitigation Branch, the Disaster Management Training Programme Unit and the specific mandated responsibilities of the secretariat for the International Decade for Natural Disaster Reduction.
Activities under this subprogramme, namely the coordination of operational activities for natural disaster mitigation, prevention and preparedness, including the Disaster Management Training Programme, were transferred to UNDP in 1998, together with the related resources in the form of a grant, in the context of the Secretary-General ' s programme of reform, as approved by the General Assembly in its resolution 52/12 B of 19 December 1997.
As a part of the latter, disaster management training programmes have been organized for national officials to manage the emergency response units and to strengthen existing frameworks.
From the perspective of the United Nations, disaster management training programmes are expected to have a sustained impact on the performance of the country disaster management teams, which include agency representatives and are chaired by the Resident Coordinator.
Staff of the Department ' s units concerned with natural disasters recommended improving coordination within and outside of the Department by joint planning of the Disaster Mitigation Branch, disaster management training programmes and Decade secretariat programmes, collaboration between the Disaster Mitigation Branch and the Relief Coordination Branch for assessment work in the wake of a disaster was initiated.
Session five, on national experiences and best practices, included five presentations, on the following topics: space-based information service for flood mapping; the perspective of Ghana on emergency responses; satellite images used during the 2013 floods in the Sudan; operationalizing disaster management training programmes in universities in developing countries; and the role of the National University of Sciences and Technology in building the resilience of Pakistan against disasters. .
