In this connection, the Division will continue to build rosters of candidates available for immediate selection by field missions, address gaps in capacity for the deployment of personnel to the field, deliver human resources services to field missions and field staff, strengthen succession management and augment the capacity of human resources practitioners in the field.
The expansion of DPKO and DFS means an increase of the workload in the Human Resources Services of the Learning, Development and Human Resources Services Division, for recruitment for newly approved posts as well as for personnel administration of additional staff members, including contract administration, education grant, rental subsidy, dependency benefits and separation.
Approximately 40 staff members are constantly appointed against general temporary assistance funding. As they are recruited for temporary purposes and are not allowed to have appointments with duration of more than 11 months, the Human Resources Services is required to separate and appoint approximately 40 staff members every six to eleven months.
Posts funded from other sources are also assigned to support DPKO and DFS staff members, and such an arrangement imposes an additional workload and added pressure on all the staff members in the Human Resources Services, Section B, which could have a negative impact on the work of the entire Section.
The Human Resources Services Section in the Centre will be responsible for providing human resources transactional services to the client missions through the administration of benefits and entitlements of international staff and national staff, on-boarding of international staff, time and attendance of international and national staff and travel of international staff and military, police and other non-staff personnel.
(e) Human Resources Assistants/National Staff Support Unit(4 Local level), who would be responsible for providing integrated human resources services to the national staff serving in over 35 different Mission locations, including leave and attendance management, administration of entitlements, extension of appointments, maintenance of records in human resources systems, and the provision of support in the compliance of performance management.
The new strategy has resulted in a more efficient, client-friendly and responsive Human Resources Services Section at ECA during the period under review. In addition, emphasis is being placed on raising staff awareness of the management reforms currently underway within the United Nations, particularly the new contractual arrangements which come into effect as of 1 July 2009.
Provided human resources services in 58 cases on matters not delegated to missions and approved 37 exceptions. Matters not delegated to missions include: agreed termination; disability; change of nationality; change of home leave place;
central authority responsible for three main functions: performing strategic human resources planning and policy development, delegating human resources authority throughout the Secretariat and directly providing many human resources services.
The Human Resources Services currently comprises five Human Resource Officer posts and seven Human Resource Assistant posts, including four positions(1 P-4 and 3 GS(OL)) funded from the support account, the incumbents of which provide human resources services to staff members in DPKO and DFS as well as staff members of DPA and the Office for the Coordination of Humanitarian Affairs.
However, the overview report states that the target of 70 per cent for customer satisfaction with finance and human resources services at the Regional Service Centre was not achieved, and that the actual range was between 13 and 21 per cent for finance services and between 15 and 48 per cent for human resources services(A/68/731, annex II, para. 7).

Recommendations to the executive heads include guaranteed access of staff representative bodies to all necessary means of communication with staff at large, the formal guarantee of the protection of staff representatives, the establishment of joint bodies dedicated to issues relating to staff-management relations, the allotment of resources to the organizations ' respective human resources services to promote training modules on staff-management relations and regular staff surveys with the full participation of both sides at all stages.
