There has been increased recognition of the small island developing States and the reflection of their vulnerabilities in major declarations, including the High-level Plenary Meeting of the General Assembly on the Millennium Development Goals and the High-level Review Meeting on the Implementation of the Mauritius Strategy.

Recalling the outcome document of the High-level Review Meeting on the Implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, its resolution 65/156 of 20 December 2010, in particular the fifteenth preambular paragraph and all its previous resolutions on the subject, as well as the report of the Secretary-General.
In 2010-2011, it is expected that greater use will be made of the damage and loss assessment methodology, with the inclusion of the sustainable livelihoods approach and the refinement of the tools for including that approach; Governments will request ECLAC support for the development of national reports on the implementation of the Mauritius Strategy, and tools for monitoring the progress of the Strategy will be developed.
As noted at the High-level Plenary Meeting of the sixty-fifth session of the General Assembly on the Millennium Development Goals and the High-level Review Meeting on the Implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, both of which were held in September 2010, safe, healthy and productive seas and oceans are critical to sustainable development.

Recalling the outcome document of the High-level Review Meeting on the Implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, held in New York on 24 and 25 September 2010, General Assembly resolutions 65/156 of 20 December 2010 and 66/198 of 22 December 2011 and all its other previous resolutions on the subject.
In the outcome document of the High-level Review Meeting on the implementation of the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States( A/65/L.2), the General Assembly had requested the Secretary-General to review shortcomings in the institutional support for small island developing States, as well as other constraints to the full and effective implementation of the Mauritius Strategy for Implementation and the Barbados Programme of Action.
Furthermore, the General Assembly, in its resolution 65/2, adopted the outcome document of the High-level Review Meeting on the Implementation of the Mauritius Strategy, which requested consideration of improved and additional measures that might be needed to more effectively address the vulnerabilities of small island developing States. The Economic and Social Council echoed this request in its resolution 2011/44.
Notes the issuance of the report of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, as requested in the outcome document of the High-level Review Meeting on the Implementation of the Mauritius Strategy;
Notes the report of the Secretary-General on concrete recommendations to enhance the implementation of the Barbados Programme of Action for the Sustainable Development of Small Island Developing States and the Mauritius Strategy for the Further Implementation of the Programme of Action for the Sustainable Development of Small Island Developing States, prepared in response to the request contained in the outcome document of the High-level Review Meeting on the Implementation of the Mauritius Strategy;
