Urge Member States, the United Nations agencies, international organizations and other relevant stakeholders to participate actively and constructively in the preparation for the appraisal in 2013 of the progress achieved in the implementation of the Global Plan of Action, in order to strengthen the ways in which the international community addresses the problem of trafficking in persons;
Welcoming in particular the efforts of States, United Nations bodies and agencies, and intergovernmental and non-governmental organizations to address the problem of trafficking in persons, especially women and children, including the United Nations Global Plan of Action to Combat Trafficking in Persons adopted by the General Assembly in its resolution 64/293 of 30 July 2010.
Reaffirming all previous resolutions on the problem of trafficking in persons, especially women and children, in particular General Assembly resolutions 63/156 and 63/194 of 18 December 2008, and also its resolution 8/12 of 18 June 2008, in which the Council extended the mandate of the Special Rapporteur on trafficking in persons, especially women and children.
(d) Conclude bilateral, subregional, regional and international agreements to address the problem of trafficking in persons, especially women and children, including mutual assistance treaties to enhance police cooperation, agreements and memoranda of understanding on information-sharing, and specific measures aimed at reducing demand;
Reaffirming all previous resolutions on the problem of trafficking in persons, especially women and children, in particular General Assembly resolutions 61/144 and 61/180, and also decision 2004/110 of 19 April 2004 of the Commission on Human Rights establishing the mandate of the Special Rapporteur.
Welcoming in particular the efforts of States, United Nations bodies and agencies, and intergovernmental and nongovernmental organizations to address the problem of trafficking in persons, especially women and children, including the United Nations Global Plan of Action to Combat Trafficking in Persons adopted by the General Assembly in its resolution 64/293 of 30 July 2010.

(c) In regard to trafficking in women and girls, the Commission adopted resolution 2004/45, in which human rights treaty bodies are invited to continue to address, within their mandates, the problem of trafficking in persons, especially women and children, and to share their knowledge and best practices as widely as possible.
Recognizing that addressing the problem of trafficking in persons requires a comprehensive approach, including addressing social and economic factors that make persons more vulnerable to trafficking, such as poverty, lack of opportunity, discrimination and marginalization, as well as strengthening the rule of law, combating corruption and discouraging and reducing demand that fosters all forms of exploitation of persons, especially women and children, and that thus promotes trafficking, .

If we should meet all the targets set out in the" A world fit for children" declaration and plan of action, we have yet to address such challenges as special care for children orphaned by AIDS, the increasing number of street children, inadequate health and education facilities for children in remote communities and poor infrastructure, as well as the lack of trained personnel to tackle the problem of trafficking in persons.
