In the first half of 1999, the Working Group of the General Assembly on Financing for Development agreed that the forum would address national, international and systemic issues relating to financing for development in a holistic manner in the context of globalization and interdependence.

ونحـن نعيـد التأكيد بأن للأمم المتحدة دورا رئيسيـا في تعزيز التعاون الدولي من أجل التنميـة وفي تعزيز اتـســاق السياسات بشـأن قضايا التنمية على الصعيد العالمي، ومن بينها دور رئيسـي في إطار العولمــة والاعتماد المتـبـادلTherefore, in the context of globalization and interdependence, the United Nations must adapt itself and become both the instrument and the expression of multilateralism in which the interests of all are taken into account and safeguarded.
ولذا، ففي إطار العولمة والتكافل يجب على اﻷمم المتحدة أن تكيف نفسها وأن تصبح أداة للتعددية وتعبيرا عنها تراعي وتحمي مصالح الجميعConvinced of the need, in the context of globalization and interdependence, to develop and implement policies to promote equity, transparency and inclusion, with the goal of promoting development, particularly of developing countries.
