Pending the submission by the Secretariat of the requested data and analysis, the Advisory Committee recommended at its spring 1998 session(see A/52/892) the establishment of four new posts for assets management and the conversion of 34 gratis positions to temporary posts, priority to be given to functions related to military expertise and civilian policepara.
The support account posts at the Department of Administration and Management and the Department of Peace-keeping Operations for which vacancy announcements were not circulated included the 61 general temporary assistance positions that were approved in July 1995 by the General Assembly for conversion to temporary posts up to 31 January 1996

In paragraph 12 of its resolution 49/250, the General Assembly authorized, on an exceptional basis, the conversion of 61 positions previously requested by the Secretary-General in his report of 27 May 1994(A/48/470/Add.1) to temporary posts for the period 1 July 1995 to 31 January 1996 for purposes indicated in the Secretary-General ' s original submissions.
The resource requirements for posts indicated in table 3.18 above provide for the continuation of the 50 existing posts, the delayed impact of one new post approved in the biennium 2002-2003 and the conversion of eight posts funded under general temporary assistance to temporary posts for the secretariat support to the Counter-Terrorism Committee and their transfer from the provision for special political missions and integration within subprogramme 3.
In order not to compromise mandated activities, it was essential to convert appropriate gratis positions to temporary posts, particularly in view of the Advisory Committee's opinion(A/52/890, para. 4) that practically all functions assigned to the gratis personnel should be performed by staff members, and that it was the lack of adequate staff resources that gave rise to the acceptance of type II gratis personnel.
In this connection, the Committee notes from table 23 of annex I to the Secretary-General's report that, in addition to the proposed establishment of a D-1 post, the Secretary-General proposes the conversion of four gratis positions(three P-4 and one P-3) of the Civilian Police Unit to temporary posts(see para. 38 below), thus increasing the number of support account posts from two to seven.
VI.18 The Secretary-General proposes the conversion from general temporary assistance positions of one P-4, one P-3, one P-2 and one General Service(Other level) to temporary posts under subprogramme 4 to support the Working Group on the elimination of discrimination against women in law and in practice, mandated by the Human Rights Council in resolution 15/23(ibid.).
Also authorizes, on an exceptional basis, for the period from 1 July 1995 to 31 January 1996, the conversion of the 61 positions under general temporary assistance to temporary posts exclusively for the purposes proposed by the Secretary-General in his report, A/48/470/Add.1. including, inter alia, staffing of the Civilian Police Unit, on the understanding that the contracts for the staff encumbering these posts will terminate on 31 January 1996 unless the General Assembly decides otherwise;
In addition, for 1998, it is estimated that $480,000 will be administered by the Registry as extrabudgetary resources.12 For the Registry, the Secretary-General requests 292 posts(120 Professional, 101 General Service and 71 Security Service personnel), of which 188 are continuing temporary posts, 73 new temporary posts, 24 gratis personnel positions which are proposed for conversion to temporary posts, and 7 extrabudgetary staff.
However, access to fortuitous unencumbered balances from prior years owing to such underexpenditures is now no longer possible as a result of strenuous efforts by the Secretariat to fill the support account posts, a process which has been helped by the General Assembly ' s approval in mid-July 1995 of the conversion of all remaining positions funded under general temporary assistance to temporary post status.
