Following the pattern of earlier biennia, the secretariat aims to receive staff members that are funded outside the core budget, namely associate experts and secondments.
Associate experts are generally nationals of those countries, but sometimes the Governments agree to finance nationals of developing countries, particularly least developed countries, as associate experts.
