The Assembly called upon the administering Powers to cooperate fully with the Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples to develop a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of the mandate of the Special Committee and the relevant resolutions of the United Nations on decolonization.
The Assembly requested the Special Committee in particular to formulate specific proposals to bring about an end to colonialism and to report thereon to the Assembly at its sixtieth session. It also requested the Special Committee to finalize before the end of 2005 a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of its mandate and the relevant resolutions on decolonization, including resolutions on specific Territories.1.
He drew particular attention to resolution 58/111, in which the General Assembly requested the Committee to finalize, by the end of 2004, a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories. The full cooperation of the administering Powers and the peoples of the Territories was needed, and it was important to make progress during the Second International Decade for the Eradication of Colonialism, so that decolonization would become a reality for people living under domination.
Since then the General Assembly had declared the Second Decade and its latest resolution had requested that work on a constructive programme of work for each specific Territory be finalized before the end of 2002.
(d) To finalize before the end of 2001 a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of the mandate of the Special Committee and the relevant resolutions on decolonization, including resolutions on specific Territories;
The purpose of the Seminar is to assess the situation in the Non-Self-Governing Territories, in particular their constitutional evolution towards self-determination in order to facilitate the development by the Special Committee of a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories.

At its 1st meeting, on 21 February, the Committee on the proposal by the Chairman, decided to establish a Working Group, to be chaired by the representative of Papua New Guinea, to continue consultations with the administering Powers on the constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of the mandate of the Committee.
To move forward with the important process of decolonization, the Special Committee should pursue its constructive programme of work, using a case-by-case approach that takes account of the particular political features of each such situation and the objectives and principles enshrined in resolution 1514(XV), as indicated in resolution 1654(XVI) establishing the Special Committee on decolonization.

(d) To finalize before the end of 2005 a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories to facilitate the implementation of the mandate of the Special Committee and the relevant resolutions on decolonization, including resolutions on specific Territories;
The Chairperson noted that paragraph 7(d) of the draft resolution would request the Special Committee to develop and finalize a constructive programme of work on a case-by-case basis for the Non-Self-Governing Territories.
