The General Assembly, in its resolution 68/1, decided to hold the Economic and Social Council operational activities segment immediately after the first regular sessions of the executive boards of United Nations funds and programmes in order to strengthen the guidance of the Economic and Social Council to the United Nations development system.
Operational activities segment 53. At the operational activities segment, the Council will discuss the triennial comprehensive policy review of the operational activities for development of the United Nations, reviewing effectiveness of development cooperation, funding, reforms, country level capacity of the United Nations development system and participatory dimensions of development cooperation.
The Economic and Social Council's consideration of the topic of the advancement of women in its operational activities segment in 1998, while focusing on capacity building and resource mobilization, will provide an opportunity for synthesizing a wealth of knowledge on best practices for enhancing women's participation in development.
The present report on operational activities is submitted pursuant to General Assembly resolution 64/289 requiring the United Nations Entity for Gender Equality and the Empowerment of Women to submit an annual report on operational activities for consideration by the Executive Board of the Entity, and to report on those activities to the Economic and Social Council during its operational activities segment.

At its substantive session of 1994, the Council decided that each operational activities segment would determine a principal theme or themes primarily for consideration at the high-level meeting, which would be guided by paragraph 16 of annex I to General Assembly resolution 48/162, and that those themes should be agreed on by the Council at its substantive session for consideration at the subsequent substantive session, without excluding consideration of other themes to be decided on by the Council, at the latest, at its organizational session.
Furthermore, the Council ' s 1993 operational activities segment also showed that the specific areas of action in operational activities, which can be described as" delivery systems"(the country strategy note, programme approach, national execution, rules and procedures, and even the field system and resident coordinator system), can best be monitored by the Council through informal question and answer sessions, supplemented with any additional data and information the Council may wish to consider before reaching conclusions and decisions.
