The variance under this heading is attributable primarily to reduced requirements owing to fewer number of trips undertaken, lower actual cost as a result of changed venues with respect to training-
(b) Lower requirements were partially offset by lower vacancy rates for international and national staff resulting from the faster pace of their recruitment and increased requirements for facilities and infrastructure attributable primarily to the extensive renovation of the existing Force headquarters and to increased requirements for the reimbursement of self-sustainment costs resulting from the accelerated deployment of military contingent personnel.
The proposed budget for the Mission for the 2010/11 period reflects a 4.4 per cent decrease in resource requirements, attributable primarily to lower requirements under military contingents owing to the reduction in the level of deployment of contingent personnel from 10,232 personnel for the 2009/10 financial period to 8,069 personnel for the 2010/11 period in the context of the completion of the third phase of the drawdown of the military component of the Mission.
(c) Air transportation($8,577,400, or 14.4 per cent of the apportionment), attributable primarily to reduced requirements with respect to the rental and operation of the Mission ' s aircraft fleet owing to the earlier than anticipated depositioning of aircraft as well as the higher than anticipated volume of air operations in the eastern part of Chad, which involved no ground handling charges;
The reported unencumbered balance resulted from savings attributable primarily to(a) lower transportation costs than estimated in the budget in respect of repatriation of troops
(d) Official travel($1,135,200, or 117.1 per cent of the apportionment), attributable primarily to additional requirements with respect to non-training-related official travel owing to increased within-mission travel by staff in connection with liquidation activities and the travel of staff from other missions on temporary duty assignment to assist MINURCAT(see para. 22 below).
(a) An increase under post resources($7,572,500, or 3.6 per cent), attributable primarily to the proposed conversion of 41 general temporary assistance positions(with a corresponding decrease under non-post resources) and 8 new posts offset in part by the impact of the reduction in the rate for common staff costs from 50 per cent to 49.3 per cent applied to the computation of salary requirements(see paras. 30-33 below);
The amount of $728,800, reflecting a decrease of $250,000 attributable primarily to the replacement of hard-copy library materials and reference works with online services and based on the past pattern of expenditure, relates to office supplies, including computer-related supplies($38,800), and to the acquisition of library materials in traditional media, mainly monographs and other printed materials($690,000).
(f) Facilities and infrastructure($991,500, or 0.8 per cent), attributable primarily to the reduced requirement for the acquisition of facilities and accommodation equipment, resulting from the transfer of 163 prefabricated facilities and 343 sea containers from a liquidating mission(the United Nations Mission in the Central African Republic and Chad(MINURCAT)); reduced acquisitions of refrigeration equipment; reduced acquisitions of spares and field defence supplies, owing to delays in the procurement process; and reduced requirements for reimbursement for self-sustainment.
(f) Facilities and infrastructure($2.0 million), attributable primarily to the non-acquisition of digital photocopiers, reduced self-sustainment requirements for contingent personnel owing to the slower deployment of troops; lower actual expenditures for the rental of premises and maintenance services owing to changes in operational requirements and delays in the finalization of contracts for the rental of office, accommodation and port facilities, as well as of a helicopter landing pad in Kinshasa; and lower related requirements for alterations and renovation services.
Resource requirements amounting to $12,242,400, including a net increase of $170,500 attributable primarily to the increased level of services of contractual engineers for the coverage of the increasing number of General Assembly and Security Council meetings, offset by decreases under other objects of expenditure, relate to external translation, external printing, public information production, contractual engineering and specialized services, such as the rental of satellite and short-wave distribution systems as follows.
