In any case, many of the services that were globally prioritized by survey respondents and that could be transacted by the SKBS(e.g. teleconferences, webcasts,) would require increased ad hoc capacity at the level of regional coordination functions(RCF)/Regional Coordination Units(RCUs) level, not only to promote those services and the SKBS itself but also to offer assistance to national end-users.
