There were several mechanisms already in place to protect the Caribbean region, such as the International Convention for the Prevention of Pollution from Ships, various provisions of the United Nations Convention on the Law of the Sea, and the Protocol concerning Specially Protected Areas and Wildlife to the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region.
