(c) To welcome the recent appointment of the Five Experts on Complementary Standards by the High Commissioner for Human Rights with the mandate to produce a base document outlining the substantive gaps in the International Convention on the Elimination of All Forms of Racial Discrimination and make concrete recommendations on the means and avenues to bridge these gaps;
The Secretariat has the honour to inform the Council that, in accordance with the above-mentioned decision, during the first part of its fifth session the Intergovernmental Working Group held a preliminary exchange of views and visions on complementary standards with the Five Experts appointed by High Commissioner for Human Rights.
(c) To welcome the recent appointment of the five experts on complementary standards by the High Commissioner for Human Rights with the mandate to produce a base document outlining the substantive gaps in the International Convention on the Elimination of All Forms of Racial Discrimination and to make specific recommendations on the means and avenues to bridge those gaps;
Hence, at the second part of its session, the Intergovernmental Working Group will hold discussions on the identification of best practices regarding the implementation of the recommendations it has issued in the course of its five sessions(omitting those on complementary standards, which fall under the mandate of the Ad Hoc Committee).
He also thanked the two members of the Committee who had taken part in the second session of the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action and recalled that during the panel discussion on complementary standards, he had stressed the need to draw up a new convention on human rights education.
The Intergovernmental Working Group on the effective implementation of the Durban Declaration and Programme of Action, having convened its second session from 26 January to 6 February 2004, and after having a discussion and analysis on the thematic issues of poverty and education, as well as on complementary standards, adopts the following recommendations.
The Human Rights Council, by its decision 3/103 of 8 December 2006, requested" the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action to invite the Five Experts to the first part of its fifth session, with the view of having a preliminary exchange of views and vision on complementary standards as a provisional measure pending the completion of their report".
(b) To recommend that the Ad Hoc Committee shall convene annual sessions of 10 working days to draw up the requisite legal instruments and hold its first session before the end of 2007 subject to the Working Group having completed its task on complementary standards by that date, and to report regularly to the Council on progress in the actual process of the elaboration of complementary standards; .
Welcomes the outcome of the Intergovernmental Working Group on the Effective Implementation of the Durban Declaration and Programme of Action outlined in the report of the Intergovernmental Working Group on the work of its third session(E/CN.4/2005/20), which focuses on complementary standards as well as cross-cutting thematic issues of health and racism, and racism and the Internet, and calls upon all States to implement the recommendations of the Working Group without delay;
(b) To recommend that the ad hoc committee convene annual sessions of 10 working days to draw up the requisite legal instruments and hold its first session before the end of 2007, subject to the working group ' s having completed its task on complementary standards by that date, and to report regularly to the Council on progress in the actual process of the development of complementary standards; .

In its decision 3/103, the Council decided to establish an ad hoc committee on the elaboration of complementary standards and recommended that the ad hoc committee should convene annual sessions of 10 working days to draw up the requisite legal instruments and hold its first session before the end of 2007, subject to the Working Group having completed its task on complementary standards by that date, and to report regularly to the Council on the actual progress in the elaboration of complementary standards. .
Mr. Avtonomov and Mr. Thornberry participated in the fourth session of the Ad Hoc Committee on Complementary Standards.
Ad hoc Committee on Complementary Standards to the International Convention on the Elimination of All Forms of Racial Discrimination.
She outlined the importance of reflecting on complementary standards as a supportive measure to the Committee ' s work.
It was noted that the report on complementary standards highlighted many areas which were dealt with by treaty bodies through their jurisprudence.
Nor did her delegation ' s support for the resolution prejudice its position on the outcomes of the Ad-Hoc Committee on Complementary Standards.
The Group urged States to cooperate, in the context of the Ad Hoc Committee on Complementary Standards, towards the fulfilment of its mandate.
With respect to the Ad Hoc Committee on complementary standards, the requirements will also be met from within the provisions under section 23, Human rights.
The Office also provides support to the Ad Hoc Committee of the Human Rights Council on the Elaboration of Complementary Standards and five regional experts on complementary standards.
