Throughout the review process, governmental experts and the secretariat shall be guided by the relevant provisions of the United Nations Convention against Transnational Organized Crime and the terms of reference of the mechanism for the review of implementation of the United Nations Convention against Transnational Organized Crime and the Protocols thereto.
Moreover, although civil society ' s participation is praised in article 13 of the United Nations Convention against Corruption(General Assembly resolution 58/4, annex), the terms of reference of the Mechanism for the Review of Implementation of the Convention make it optional for States parties under review to include civil society organization in different stages of the review process.
In that context, the thematic implementation reports prepared by the Secretariat under paragraph 35 of the terms of reference of the Mechanism compile good practices, challenges, observations and technical assistance needs contained in the country review reports, thus providing useful information with respect to international cooperation.
In relation to the implementation fund, the Committee shall make recommendations to the Executive Secretary on the allocation of the available resources from the implementation fund in the period between the eleventh and twelfth meetings of the Conference of the Parties to assist parties in the context of the facilitation procedure set out in paragraphs 19 and 20 of the terms of reference of the mechanism for promoting implementation and compliance of the Basel Convention.
