A clear relationship between outline resources and priorities has been established by elaborating the programmatic priorities within the subprogrammes of the recently approved medium-term plan for the period 1998-2001.
As we expected when we started this whole exercise, we are not trying to set priorities between the subprogrammes or to set priorities between the elements of those subprogrammes. .
The subprogrammes responsible for the analysis of socio-economic development trends(the subject of the evaluation) are implemented at the global level by the Department of Economic and Social Affairs and at the regional level by the regional commissions.

In the area of product and market development, the subprogramme will seek to achieve the following objectives.
To that end, the subprogramme will promote self-financing mechanisms for the subregional economic groupings.

To that end, in the context of the subprogramme, research and development activities will be undertaken on selected and relevant science, technology and innovation policy issues.
The subprogramme will consist of expanded operational activities to be carried out by developing procedures and practices for project formulation, implementation and evaluation.
The subprogramme will mobilize increased resources for technical cooperation activities, including the United Nations Crime Prevention and Criminal Justice Fund.
