This Hadīth indicates that Muslim leaders may be righteous and may be unrighteous and disobedient to Allah. However, it is not permissible to rebel against them as long as they uphold the rituals of Islam, the most important of which is the prayer. In other words, as long as they do not prevent(congregational) prayer.
یہ حدیث اس بات پر دلالت کرتی ہے کہ مسلمان حکمرانوں میں سے کچھ تو نیک ہوں گے اور کچھ فاسق اور بے دین ہوں گے۔ اس کے باوجود جب تک وہ شعائرِ اسلام کی حفاظت کرتے رہيں جس میں نمازسب سے اہم ہے، ان کے خلاف خروج وبغاوت جائز نہیں ہے

Indeed, We sent Our Messengers with the clear signs, and We sent down with them the Book and the Balance so that men might uphold justice. And We sent down iron, wherein is great might, and many uses for men, and so that God might know who helps Him, and His Messengers, in the Unseen. Surely God is All-strong, All-mighty.
بیشک ہم نے اپنے رسولوں کو دلیلوں کے ساتھ بھیجا اور ان کے ساتھ کتاب اور عدل کی ترازو اتاری کہ لوگ انصاف پر قائم ہوں اور ہم نے لوہا اتارا اس میں سخت آنچ(نقصان) اور لوگوں کے فائدے اور اس لیے کہ اللہ دیکھے اس کو جو بے دیکھے اس کی اور اس کے رسولوں کی مدد کرتا ہے، بیشک اللہ قورت والا غالب ہے
