APPLICATION OF THE DECLARATION in Arabic translation

The Special Committee on the Situation with regard to the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples will continue to examine the application of the Declaration and to seek suitable means for its immediate and full implementation in all Territories that have not yet exercised their rights in accordance with the Charter and relevant resolutions of the General Assembly.

ستواصل اللجنة الخاصة المعنية بحالة تنفيذ إعلان منح الاستقلال للبلدان والشعوب المستعمرة دراسة تطبيق الإعلان والبحث عن السبل المناسبة لتنفيذه على الفور وبالكامل في جميع الأقاليم التي لم تمارس بعد حقوقها وفقا للميثاق وقرارات الجمعية العامة ذات الصلة

Since 1961, the work of the Organization in the area of decolonization has been carried out by the Special Committee, entrusted by the Assembly with the historic mandate of examining the application of the Declaration and making suggestions and recommendations on the progress and extent of its implementation.

ومنذ عام 1961، تضطلع بعمل المنظمة في مجال إنهاء الاستعمار اللجنة الخاصة، التي عهدت إليها الجمعية العامة بالقيام بالولاية التاريخية المتمثلة في دراسة تطبيق الإعلان وتقديم اقتراحات وتوصيات بشأن التقدم المحرز في تنفيذ الإعلان ومدى تنفيذه

A guide for policy makers on the implementation of the Declaration and a handbook on justice for victims, concerning the use and application of the Declaration, have recently been drawn up by the Centre for International Crime Prevention to assist in developing victim-sensitive policies, procedures and protocols and in executing victim services programmes.

وقد قام مركز منع الجريمة على الصعيد الدولي أخيرا بإعداد دليل لمقرري السياسات عن تنفيذ اﻻعﻻن، وكتيب عن تحقيق العدل للضحايا، يتعلق باستخدام وتطبيق اﻻعﻻن، وذلك للمساعدة في إعداد سياسات وإجراءات وبروتوكوﻻت تستجيب لحاﻻت الضحايا، وتنفيذ برامج لخدمة الضحايا

In this respect, the signing on 28 September 1995 at Washington of the Interim Agreement on extending self-rule to the towns and territories of the West Bank, in implementation of the second phase of the application of the Declaration of Principles, confirms the resolve of the Israeli Government and the Palestinian National Authority to achieve their objective of peace.

وفي هذا الصدد، فإن التوقيع يوم ٢٨ أيلول/ سبتمبر ١٩٩٥ في واشنطون على اﻻتفاق المؤقت بشأن مد نطاق الحكم الذاتي إلى مدن وأراضي الضفة الغربية، في تنفيذ المرحلة الثانية من تطبيق إعﻻن المبادئ، يؤكد سعي الحكومة اﻻسرائيلية والسلطة الوطنية الفلسطينية إلى تحقيق هدفهما من أجل السﻻم

Recalling also its resolution 1995/27 of 24 July 1995, section IV, paragraph 32, in which it requested the Secretary-General to seek the views of Member States and relevant organizations on the advisability of preparing a manual on the use and application of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power.

وإذ يذكر أيضا بالفقرة ٢٣، الجزء رابعا، من قراره ٥٩٩١/٧٢ المؤرخ ٤٢ تموز/يوليه ٥٩٩١، الذي طلب فيه إلى اﻷمين العام أن يلتمس آراء الدول اﻷعضاء والمنظمات المختصة بشأن استصواب اعداد دليل ارشادي ﻻستخدام وتطبيق اعﻻن مبادىء العدل اﻷساسية المتعلقة بضحايا اﻻجرام والتعسف في استعمال السلطة

The Chairperson of the Expert Mechanism informed the meeting that the Expert Mechanism had decided to include a separate agenda item at its next session entitled" United Nations Declaration on the Rights of Indigenous Peoples" with a view to discussing possible procedures and mechanisms for application of the Declaration at the regional and national levels.

وأخبر رئيس آلية الخبراء الاجتماع بأن آلية الخبراء قررت إدراج بند مستقل في جدول أعمال دورتها المقبلة بعنوان" إعلان الأمم المتحدة بشأن حقوق الشعوب الأصلية"، بغية مناقشة الإجراءات والآليات الممكنة لتطبيق الإعلان على الصعيدين الإقليمي والوطني

The Council also invited Governments to make proposals regarding the elaboration of a plan of action to promote the effective use and application of the Declaration; reiterated the importance of technical cooperation in this area, and invited Governments to provide information on promising practices and legislation concerning victim-related issues, with a view to establishing a database and a clearing house.

كما دعا المجلس الحكومات إلى تقديم اقتراحات بشأن إعداد خطة عمل لتعزيز استعمال وتطبيق اﻹعﻻن بشكل فعال؛ وأكد أهمية التعاون التقني في هذا المجال، ودعا الحكومات إلى تقديم معلومات عن الممارسات والتشريعات المشجعة المتعلقة بالمسائل المتصلة بالضحايا بقصد إنشاء قاعدة بيانات ومركز لتبادل المعلومات

Pursuant to Economic and Social Council resolution 1997/31 on victims of crime and abuse of power, chapter III provides an overview of the recent activities undertaken to further the use and application of the Declaration on Basic Principles of Justice for Victims of Crime and Abuse of Power.

وتنفيذا لقرار المجلس اﻻقتصادي واﻻجتماعي ٧٩٩١/١٣ بشأن ضحايا الجريمة والتعسف في استعمال السلطة، يقدم الفصل الثالث من هذا التقرير نظرة مجملة عن اﻷنشطة اﻷخيرة التي تم اﻻضطﻻع بها لمواصلة استخدام وتطبيق اعﻻن المبادئ اﻷساسية لتوفير العدالة لضحايا الجريمة والتعسف في استعمال السلطة

When the Special Committee was established by General Assembly resolution 1654(XVI), the Assembly requested it to examine the application of the Declaration, to make suggestions and recommendations on the progress and extent of the implementation and to report thereon to the Assembly.

عندما أنشئت اللجنة الخاصة بقرار الجمعية العامة ١٦٥٤ د- ١٦، طلبت الجمعية منها أن تدرس تطبيق اﻹعﻻن، وأن تتقدم باقتراحات وتوصيات بشأن التقدم المحرز في تنفيذه والمدى الذي بلغه ذلك التنفيذ، وأن تقدم من ثم تقريرا إلى الجمعية العامة

The Special Committee was requested to examine the application of the Declaration on the Granting of Independence to Colonial Countries and Peoples, contained in Assembly resolution 1514(XV) of 14 December 1960,

وطلبت الجمعية إلى اللجنة الخاصة دراسة تطبيق إعلان منح الاستقلال للبلدان والشعوب المستعمرة، الوارد في قرار الجمعية 1514(د- 15)

(a) Welcomed the participation of the expert and civil society representative, who shared views on the process of decolonization in the Caribbean region, in particular on the application of the Declaration on the Granting of Independence to Colonial Countries and Peoples, contained in General Assembly resolution 1514(XV);

(أ) رحبوا بمشاركة الخبير وممثل للمجتمع المدني، اللذين أعربا عن وجهات نظر بشأن عملية إنهاء الاستعمار في منطقة البحر الكاريبي، ولا سيما بشأن تطبيق إعلان منح الاستقلال للبلدان والشعوب المستعمرة، الوارد في قرار الجمعية العامة 1514(د-15)

وطلبت إليها أن تـدرس تطبيق إعـلان منـح الاستقلال للبلدان والشعوب المستعمرة، الوارد في قرار الجمعية العامة 1514(د- 15)

(d) Translate into the official languages of the United Nations and widely disseminate the guide for policy makers on the use and application of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power and the handbook on justice for victims on the use and application of the Declaration and assist requesting States in applying those documents;

(د) ترجمة الدليل الإرشادي لمقرري السياسات بشأن استخدام وتطبيق إعلان مبادئ العدل الأساسية المتعلقة بضحايا الإجرام والتعسّف في استعمال السلطة، والكتيب الخاص بإقامة العدل للضحايا بشأن استخدام وتطبيق الإعلان، إلى اللغات الرسمية في الأمم المتحدة وتعميمهما على نطاق واسع ومساعدة الدول الطالبة على تطبيق هاتين الوثيقتين

(b) Proposes that the Human Rights Council encourage States, in consultation and cooperation with indigenous peoples, to adopt appropriate measures, including administrative and legal measures, as well as overall implementation strategies, and follow up these measures and strategies in order to ensure respect for and full application of the Declaration.

(ب) تقترح أن يشجع مجلس حقوق الإنسان الدول، بالتشاور والتعاون مع الشعوب الأصلية، على اتخاذ التدابير الملائمة، بما فيها التدابير التشريعية والقانونية، فضلاً عن استراتيجيات التنفيذ العام، ومتابعة هذه التدابير والاستراتيجيات لضمان احترام أحكام الإعلان وتطبيقها التام

(b) The use and application of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, subject to the domestic legal systems of each State, taking into account the Handbook on Justice for Victims on the use and application of the Declaration and the Guide for Policy Makers on the Implementation of the Declaration..

(ب) استخدام وتطبيق إعلان مبادئ العدل الأساسية المتعلقة بضحايا الإجرام والتعسف في استعمال السلطة()، مع مراعاة النظم القانونية الداخلية لكل دولة، واضعة في اعتبارها الكتيب الخاص بإقامة العدل للضحايا بشأن استخدام وتطبيق الإعلان() والدليل الإرشادي لمقرري السياسات بشأن تنفيذ الإعلان(

Members of the Special Committee participating in the seminar recalled the Declaration on the Granting of Independence to Colonial Countries and Peoples, contained in General Assembly resolution 1514( XV), and the role of the Special Committee to examine the application of the Declaration, to make suggestions and recommendations on the progress in and extent of the implementation of the Declaration, and to report to the General Assembly.

أشار أعضاء اللجنة الخاصة المشاركون في الحلقـــة الدراسيـة إلى إعلان منح الاستقلال للبلدان والشعوب المستعمرة الوارد في قرار الجمعية العامة 1514(د-15)، وإلى دور اللجنة الخاصة في دراسة تطبيق الإعلان، وتقديم الاقتراحات والتوصيات بشأن مدى التقدم المحرز في تنفيذه، وتقديم تقرير إلى الجمعية العامة بهذا الشأن

(c) To encourage, develop, coordinate and assess the application of the Declaration and Plan of Action of Lima, the recommendations of the Meeting of Government Experts to Examine Ways to Improve the Exchange of Information and Other Measures for Cooperation among Member States to Prevent, Combat and Eliminate Terrorism, held at the headquarters of the Organization in May 1997, and the recommendations contained in the Commitment of Mar del Plata;

ج تشجيع تطبيق إعﻻن وخطة عمل ليما، وتوصيات اجتماع الخبراء الحكوميين المعني بدراسة سبل تعزيز تبادل المعلومات وتدابير التعاون اﻷخرى بين الدول اﻷعضاء لمنع اﻹرهاب ومكافحته والقضاء عليه، الذي عقد في مقر المنظمة في ايار/ مايو ١٩٩٧، والتوصيات الواردة في التزام مار دل بﻻتا، وتنمية وتنسيق وتقييم ذلك التنفيذ

Members of the Special Committee participating in the seminar(henceforth referred to as" participating members") recalled the Declaration on the Granting of Independence to Colonial Countries and Peoples contained in General Assembly resolution 1514(XV) and the role of the Special Committee to examine the application of the Declaration, to make suggestions and recommendations on the progress and extent of the implementation of the Declaration, and to report to the General Assembly.

There is a need to strengthen technical assistance activities, in particular, the development of training programmes on the use and application of the Declaration. The wide dissemination of the handbook for practitioners and the guide for policy makers could be part of a general process of developing professional training and techniques for public education on the need for restorative justice for the victim and offender alike.

وهناك حاجة الى تعزيز أنشطة المساعدة التقنية، وﻻ سيما إعداد برامج للتدريب على استخدام وتطبيق اﻻعﻻن، ويمكن أن يكون التوسع في نشر الكتيب الخاص بالممارسين والدليل الخاص بمقرري السياسات جزءا من عملية عامة لتطوير التدريب المتخصص والتقنيات الﻻزمة لتوعية الجمهور بالحاجة الى العدالة اﻻصﻻحية من أجل الضحايا والمجرمين على السواء
