Taking note of the detailed electoral timetable proposed by CEI to the Government, the Permanent Consultative Framework endorsed the Government ' s decision, on the proposal of CEI, to schedule the first round of the presidential election for 29 November 2009.
With regard to the re-establishment of the tax and customs administration throughout the country, the Permanent Consultative Framework welcomed the fact that 20 May 2009 had been selected as the date for FAFN zone commanders to begin transferring authority to prefects.
In anticipation of the election campaign, the Permanent Consultative Framework invited the Government and the regulatory bodies, specifically the National Council for Broadcast Communication(CNCA) and the National Press Council(CNP) to strictly abide by the principle of equitable access by political parties to public media and of fair and balanced reporting.

With regard to voter registration, the Permanent Consultative Framework also stated that the 55,000 persons whose identity could not be verified owing to technical reasons should be given the opportunity to submit their cases to an ad hoc technical body that would be established after the elections.

In May 2009, the Security Council welcomed the communiqué of the OPA Permanent Consultative Framework, which provided a comprehensive electoral time frame leading to the first round of the presidential election in Côte d ' Ivoire on 29 November 2009, and underlined that the way it will be implemented would reflect the level of political commitment by Ivorian political actors towards the holding of free, fair, open and transparent elections in a secure environment.
Guiding principles should be rigorous, objective and respectful of the cultural and religious characteristics of societies, and enforcement mechanisms should be coordinated between relevant United Nations agencies and their national counterparts within a consultative framework. in order for such a framework to be effective, the United Nations itself, which too often allowed the narrow interests of certain Members to predominate, needed to be reformed and commit itself to the rule of law in its internal functioning.
