The General Assembly, by its decision 49/426, decided that, the granting of observer status should" in the future be confined to States and to those intergovernmental organizations whose activities cover matters of interest to the Assembly". The request for the granting of observer status needs to emanate from a Member State, or Member States, in the form of a letter to the Secretary-General containing a request for the inclusion of an item in the agenda of the General Assembly.

قررت الجمعية العامة، في مقررها 49/426، أن" يقتصر منح مركز المراقب في المستقبل على الدول وعلى المنظمات الحكومية الدولية التي تغطي أنشطتها مسائل ذات أهمية للجمعية العامة"، وينبغي أن ينشأ طلب منح مركز المراقب عن دولة عضو أو دول أعضاء في شكل رسالة موجهة إلى الأمين العام تتضمن طلب إدراج بند في جدول أعمال الجمعية العامة
