His delegation supported the Ministerial Meeting of Non-Aligned Countries on Debt and Development, which had called upon the international community, particularly donor countries and international financial institutions, to write off outstanding debts once and for all in future negotiations, as a practical measure to alleviate the burden of low-income countries.
The Committee began its consideration of the sub-items and heard introductory statements by the Director, Financing for Development Office, Department of Economic and Social Affair, and the Chief, Debt and Development Finance Branch, Division on Globalization and Development Strategies, United Nations Conference on Trade and Development(UNCTAD).
Innovative measures such as debt- for-nature swaps and debt-for-social development swaps should be speedily applied and steps should also be taken to implement the recommendation formulated by the Ministerial Meeting of the Movement of Non-Aligned Countries on Debt and Development.
The Ministerial Meeting the Movement of Non-Aligned Countries on Debt and Development, held in Jakarta in August 1994, had called upon the international community, particularly donors and international financial institutions, to adopt a common set of principles for future debt negotiations, which would include a one-off arrangement for the substantial reduction of all categories of debt. .
The South Centre also submitted the report of the Non-Aligned Movement Ad Hoc Advisory Group of Experts on Debt, which was assisted in its work by the South Centre, as well as the report of the Ministerial Meeting of Non-Aligned Countries on Debt and Development, held in Jakarta in August 1994.

For this reason, I believe that the proposal emanating from the ministerial meeting of the non-aligned countries on debt and development, held last August in Jakarta, for a once-and-for-all arrangement to settle all outstanding debts and substantially reduce all categories of debt, including the multilateral debt of all types of debtor countries, is now imperative and should be encompassed by the agenda.
In this respect, we support the initiative of the Movement of Non-Aligned Countries with respect to debt, as it was elaborated at the conference of ministers of non-aligned countries on debt and development, held at Jakarta from 13 to 15 August 1994, and we request that the report and recommendations of that Conference be considered at the current session of the General Assembly.

On the question of the continuing ability of developing countries to pay back their foreign debts, the Ministerial Meeting of the Non-Aligned Countries on Debt and Development concluded," despite repeated attempts at debt rescheduling, and some debt relief, it is clear that the remaining debt stock of developing countries remains so high that the possibility of it being settled in full is virtually nil".
In this regard, we welcome the outcome of the Ministerial Meeting of the Movement of Non-Aligned Countries on Debt and Development held at Jakarta in August 1994 and consider that the recommendations endorsed at the meeting provide a good basis for debt resolution, particularly of LDCs and would greatly contribute towards the evolution of a development-oriented and comprehensive debt strategy.

Welcomes the results of the Ministerial Meeting of Non-Aligned Countries on Debt and Development, held at Jakarta from 13 to 15 August 1994, A/49/367, annex I. and recognizes that its findings and recommendations, inter alia, on the need to develop a once-and-for-all arrangement for settling all outstanding debt, including the application of a substantial reduction of all categories of debt, will greatly contribute to the achievement of an effective, comprehensive, equitable, development-oriented and durable solution to the debt problems of developing countries;
