Recalling also its resolution 49/152 of 23 December 1994 on the International Youth Year, in which it requested the Commission for Social Development at its thirty-fourth session to consider further the draft world programme of action for youth towards the year 2000 and beyond.
The Economic and Social Council, in its resolution 1993/24, requested the Secretary-General to continue refining the draft world programme of action for youth to the year 2000 and beyond in accordance with proposals to be submitted by Member States, specialized agencies and other bodies within the United Nations system, and concerned intergovernmental and non-governmental organizations, including non-governmental youth organizations, particularly in the light of the deliberations and suggestions of the Commission for Social Development.
In resolution 1993/24, the Economic and Social Council requested the Secretary-General to continue refining the draft world programme of action for youth to the year 2000 and beyond in accordance with proposals to be submitted by Member States, the United Nations system and concerned intergovernmental and non-governmental organizations, particularly in the light of the deliberations of the Commission at its thirty-third session.
The European Union holds the view that these goals of the International Youth Year are as valid today as they were a decade ago, and it considers that the draft World Programme of Action for Youth to the Year 2000 and Beyond will constitute an important step in further promoting the aspirations of young people to participate fully in and to contribute actively to the life of our societies.

Based on replies received from United Nations Member States, programmes and agencies of the United Nations system, other intergovernmental organizations, as well as non-governmental organizations, the Division submitted a draft world programme of action for youth to the year 2000 and beyond(A/49/434) to the General Assembly at its forty-ninth session and to the Commission for Social Development at its thirty-fourth session(E/CN.5/1995/3).
The Forum discussed and made recommendations on: improving channels of communication, establishing effective functioning structures of communication and cooperation in that regard, attuning such channels to youth-related projects and activities of the United Nations system, and formulating proposals for inclusion in the draft world programme of action for youth towards the year 2000 and beyond and the calendar of events for observation of the tenth anniversary of the International Youth Year in 1995.
We fully support the draft World Programme of Action.
The implementation of the draft World Programme of Action will be the responsibility of Governments.
