We welcome the Secretary-General ' s initiatives, and in particular the comprehensive review of the political situation in Kosovo prepared by Ambassador Kai Eide.

As is pointed out in the Eide report and has been recognized by the Subcommission, inequitable income distribution is at present becoming the main threat to world peace, political stability among nations and the maintenance of social life.
At the 9th meeting, on 12 August 1996, Mr. Eide the Chairman- Rapporteur of the Working Group on Minorities, introduced the reports of the Working Group on its first and second sessions(E/CN.4/Sub.2/1996/2 and E/CN.4/Sub.2/1996/28).
Under rule 39 of its provisional rules of procedure, the Council extended invitations to Kai Eide, Special Representative of the Secretary-General for Afghanistan, and John Holmes, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator.
Mr. Eide(Norway): After more than a decade of stalemate in the field of disarmament, recent developments give a glimmer of hope for the decade that we have just entered.
Mr. Alfonso Martínez, Mr. Bengoa, Mr. Eide, Mr. Gómez-Robledo Verduzco, Mr. Guissé, Ms. Hampson, Mr. van Hoof, Mr. Kartashkin, Mr. Ogurtsov, Mr. Oloka-Onyango, Mr. Park, Mr. Preware, Mr. Sik Yuen, Ms. Warzazi and Ms. Zerrougui subsequently joined the sponsors.
The mission continues to be led by my Special Representative and Coordinator of United Nations Operations in Bosnia and Herzegovina, Mr. Kai Eide(Norway). He is assisted by Mr. Manfred Seitner(Denmark), who serves as the Commissioner of the United Nations International Police Task Force.
The Security Council has already been informed that Mr. Eide will return to the service of his Government on 15 January 1998 and that I have decided to appoint Ms. Elisabeth Rehn to succeed him.
In response, Mr. Eide pointed out that many minorities differed from the majority on several grounds at the same time and that it could be difficult to disentangle the religious and ethnic dimensions.
At the same meeting, the Sub-Commission considered draft resolution E/CN.4/Sub.2/1998/L.23, sponsored by Mr. Boutkevitch, Mr. Diaz Uribe, Mr. Eide, Mr. Fix Zamudio, Mr. Goonesekere, Mr. Kartashkin, Mr. Maxim, Mr. Mehedi, Mr. Oloka-Onyango, Mr. Park and Mr. Sik Yuen.
Mr. Eide remarked that indigenous peoples were also afforded protection under the International Convention on the Elimination of All Forms of Racial Discrimination, at least in those States which had ratified that Convention.
Mr. Eide said that unaccounted for and trafficked migrants faced a particularly difficult situation
Mr. Eide also briefly addressed the issue of racial discrimination in access to citizenship and the issue of the increase in the percentage
