The UNEP/GEF pilot Biosafety Enabling Activity project has been implemented at the national level for the preparation of national biosafety frameworks, using the UNEP International Technical Guidelines for Safety in Biotechnology as a guide.
The UNDP-GEF portfolio includes 154 enabling activity projects that are assisting countries with the preparation of national inventories, strategies and action plans as required by the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity.
The importance of establishing or strengthening collaboration mechanisms between governments, NGOs and CBOs under the Convention, for the purposes of joint planning and information sharing, was underlined as a critical enabling activity.
The ministers emphasized the importance of the financial mechanism and financial resources in the partnership that the Protocol represents and welcomed the commitment of GEF to support a second phase of the UNEP/GEF pilot biosafety enabling activity project.

As called for by ICCM in relation to the SAICM QSP, an important enabling activity for national SAICM implementation is the development of a capacity assessment(including identification of priorities) as an essential step towards preparing a SAICM implementation plan.
The Conference of the Parties is called upon to assist in this matter by encouraging all Parties that are interested in receiving assistance for enabling activities through the GEF to respond to this outreach effort as early as possible and to collaborate with the GEF Implementing Agencies in preparing and implementing country-specific enabling activity projects.

Those countries requiring additional resources above the USD 500,000 threshold will need co-financing, thus diverting funds from national implementation priorities to an enabling activity; additionally, this funding is not expedited and not at the agreed full cost;
At the national level, UNDP-GEF Enabling Activity projects in 138 countries are steadily building the capacities needed by developing countries to prepare national inventories, strategies and action plans in response to the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity.
The report noted that support provided by the GEF for climate change enabling activities has substantially contributed towards assisting non-Annex I Parties in meeting their communication commitments under the UNFCCC, in spite of the complexity of the task and the difficulties encountered in implementing the enabling activity projects.
The need for capacity-building was also emphasized at a GEF workshop on the UNEP/GEF pilot biosafety enabling activity, held on 24 May 2000 on the sidelines of the fifth meeting of the Conference, with the participation of more than 150 representatives.
Lead agencies, drawn from both United Nations entities and international partners, have been identified for each line of action and enabling activity, including IFRC, WHO, the United Nations Development Programme(UNDP), the United Nations Children ' s Fund(UNICEF) and WFP, along with UNMEER itself.
UNEP, through the UNEP/GEF Pilot Biosafety Enabling Activity Project, has been supporting developing countries and countries with economies in transition to prepare effective national biosafety frameworks in the context of the Biosafety Protocol, consistent with article 8(g) of the Convention on Biological Diversity.

Notes with appreciation the support given by the Global Environment Facility to the Pilot Biosafety Enabling Activity Project52 and, taking into account the necessary evaluation and review of that Project, invites the Facility to extend such support in the field of capacity-building for issues related to biosafety to developing countries and countries with economies in transition in accordance with decisions II/5, III/5 and III/20 of the Conference of the Parties to the Convention on Biological Diversity;
