(a) Organization of up to 10 regional consultative meetings to exchange national experience and information on the development and use of national approaches/strategies for and national experience in implementing Agenda 21, the Copenhagen Declaration and the Programme of Action of the World Summit for Social Development, and the Beijing Declaration and Platform for Action;
On the basis of national reports received so far and expected for forthcoming sessions of the Commission, and in close cooperation with the Governments concerned, the Commission secretariat intends to prepare country profiles aimed at a concise presentation of progress made and constraints encountered in implementing Agenda 21.
Noting that the Commission on Sustainable Development at its twelfth session undertook an in-depth evaluation of progress in implementing Agenda 21, the Programme for the Further Implementation of Agenda 21 and the Johannesburg Plan of Implementation, focusing on the thematic clusters of water, sanitation and human settlements, and identified best practices, constraints and obstacles in the process of implementation.
The present report reviews the progress of implementation related to the four issues of this thematic cluster and addresses the challenges and opportunities for implementing Agenda 21 and the Plan of Implementation of the World Summit on Sustainable Development(" Johannesburg Plan of Implementation") in an integrated manner,
In order to facilitate the tasks of financial monitoring, the Commission invites Governments to provide information related to financial aspects of implementing Agenda 21 in line with decision of the Commission on the guidelines to the Secretariat for organizing information provided by Governments on issues related to the implementation of Agenda 21.
Implementing Agenda 21 and the Johannesburg Plan in the areas of freshwater, sanitation and human settlements, during the next decade and beyond, will build on progress made during the past 10 years in generating knowledge targeted at sustainable development objectives and in developing cleaner and more affordable technologies.

As recognized in Agenda 21, the cost of inaction could outweigh the financial costs of implementing Agenda 21. Therefore, all financial commitments entered into under Agenda 21, particularly those contained in chapter 33, and the provisions with regard to new and additional resources that are both adequate and predictable need to be urgently fulfilled.
