Request the Secretary-General to provide to the General Assembly an annual report on progress achieved in realizing the commitments made in the present Declaration and, with support from the Joint United Nations Programme on HIV/AIDS, to report to the Assembly on progress in accordance with global reporting on the Millennium Development Goals at the 2013 review of the Goals and subsequent reviews.

Article 12 of the Declaration provides that" the State shall take all necessary measures to ensure the protection by the competent authorities of everyone, individually and in association with others, against any violence, threats, retaliation, de facto or de jure adverse discrimination, pressure or any other arbitrary action as a consequence of his or her legitimate exercise of the rights referred to in the present Declaration".

fundamental freedoms is the juridical framework within which human rights and fundamental freedoms should be implemented and enjoyed, and within which all activities referred to in the present Declaration for the promotion, protection and effective realization of those rights and freedoms should be conducted.

As to article 41, the United States was of the opinion that the text might be strengthened by adding a phrase similar to that in article 9 of the Declaration on Minorities which provided that“specialized agencies and other organizations of the United Nations system shall contribute to the full realization of the rights and principles set forth in the present Declaration, within their respective fields.”.

In 1992, the United Nations Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities was adopted; article 8, paragraph 4 states that" nothing in the present Declaration may be construed as permitting any activity contrary to the purposes and principles of the United Nations, including sovereign equality, territorial integrity and political independence of States" .33.
