The present report is submitted to the General Assembly by. Catarina de Albuquerque, Special Rapporteur on the human right to safe drinking water and sanitation, pursuant to General Assembly resolution 64/292, and in accordance with Human Rights Council resolutions 15/9 and 16/2.

The present report, reflecting the updated estimates that have since been provided by the Institute to the Advisory Committee on Administrative and Budgetary Questions, is submitted to the General Assembly for its approval of the subvention of $213,000 from the regular budget of the United Nations.

Notwithstanding the inclusion of the necessary provision in the proposed programme budget for the biennium 2000-2001, a formal request for a subvention of $213,000 for the year 2000 is submitted to the General Assembly, in keeping with established procedure.

In the light of its decision in section B, paragraph 7, of the annex to resolution 58/126 that the heavy volume of documentation that is submitted to the General Assembly for its consideration should be reduced, the Secretary-General is requested.

It should be noted that an annual report of the Secretary-General on the composition of the Secretariat is submitted to the General Assembly in accordance with a number of Assembly resolutions, the most recent of which are resolutions 45/239 A of 21 December 1990, 47/226 of 8 April 1993 and 49/222 of 23 December 1994.

It is from this perspective, namely, the responsibility of respecting, promoting, protecting and fulfilling all human rights, that this last report of the millennium is submitted to the General Assembly in the hope of a new era of peace, human rights and prosperity for all peoples.

In developing recommendations on behalf of the Secretary-General, he will receive inputs from the Executive Committees and the United Nations Development Group as appropriate, so that a coordinated and comprehensive set of proposals is submitted to the General Assembly at the time it is considering the proposed programme budget, using the following criteria.
