With regard to Bosnia and Herzegovina, the Security Council welcomed the initialling, on 10 November 1995, of the General Framework Agreement for Peace in Bosnia and Herzegovina and the Annexes thereto, or the Dayton Agreement, and a month later authorized Member States to establish a multinational Implementation Force(IFOR) in order to fulfil the role specified in Annex 1-A and Annex 2 of the Agreement.

United Nations Security Council resolution 1031, adopted unanimously on 15 December 1995, after recalling all previous resolutions on the conflicts in the former Yugoslavia, the Council, acting under Chapter VII of the United Nations Charter, discussed the transfer of authority from the United Nations Protection Force(UNPROFOR) to the multinational Implementation Force(IFOR).[1].
This achievement, insufficiently recognized, was due in great part to the immense efforts made by the international bodies(the multinational implementation force(IFOR), the European Union(EU), the United Nations, the Organization for Security and Cooperation in Europe(OSCE), international financial institutions and others) and by the High Representative, Mr. Carl Bildt, to whom the Council gave its thanks and reiterated its full support.
