(h) Welcome the convening of the Second Intergovernmental Review of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities as an opportunity to discuss marine debris in relation to the source categories of the Global Programme of Action and urge broad high-level participation.

Pursuant to the recently concluded second intergovernmental review meeting of the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities, held in Beijing in October, we intend to vigorously pursue the recommendations and action plan which came out of that meeting.

Six intergovernmental meetings have been held to date and the discussions have led to the adoption of voluntary interim measures to give effect to the relevant provisions of General Assembly resolution 61/105. The second intergovernmental process is the Presidential Forum on the Management of Science and Technology for Development in Africa, initiated by a regional non-governmental scientific organization(Rand Forum). The goals of the second Intergovernmental Review Meeting were to strengthen the implementation of the Global Programme of Action at the national, regional and international levels; to contribute to the achievement of specific targets of the Johannesburg Plan of Implementation as they relate to the Global Programme of Action, ecosystem approaches, and sanitation; and to provide guidance on the programme of work for the UNEP/ GPA Coordination Office for the period 2007- 2011.

As a result, by its decision 25/10, the Governing Council requested the Executive Director to undertake a further process to explore mechanisms to improve and to strengthen the science-policy interface for biodiversity and ecosystem services for the conservation and sustainable use of biodiversity, long-term human well-being and sustainable development and, specifically, to convene a second intergovernmental and multistakeholder meeting in 2009.
