In 2009, the twenty-eighth session of the FAO Committee on Fisheries endorsed a programme of further work on the global record that included, inter alia, assessing user needs, particularly in developing countries, designing and implementing a pilot project and doing other technical work that could lead to a technical consultation.
Global record of fishing vessels. Delegations expressed support for the work of FAO in the development of a comprehensive global register of fishing vessels and stated that the establishment of such a register would greatly enhance efforts to combat illegal, unreported and unregulated fishing.
In that regard, FAO has been working to develop a global record of fishing vessels, refrigerated transport vessels and supply vessels, which is envisaged as a global repository designed to provide reliable identification of vessels authorized to engage in fishing or fishing-related activity.
The Food and Agriculture Organization of the United Nations reported that implementation of phase 1 of the global record through capacity-building and pilot projects was expected for two regional areas during the five-year Global Environment Facility(GEF) project on areas beyond national jurisdiction.
FAO had also taken steps to develop a global record of fishing vessels and hosted negotiations for the drafting of an agreement on port State measures, following the development of the FAO Model Scheme on Port State Measures to Combat Illegal, Unreported and Unregulated Fishing in 2004.

The Vienna Group of Ten(hereafter" the Vienna Group") notes that a demonstrated global record of safety in all activities throughout the nuclear fuel cycle is a key element for the peaceful uses of nuclear energy, and that continuous efforts are needed to ensure that the technical and human elements of safety culture are maintained at the optimal level.
At its twenty-ninth session, held from 31 January to 4 February 2011, the FAO Committee on Fisheries recognized that the global record should be developed as a voluntary initiative with a phased approach to implementation, and in a cost-effective manner, taking advantage of existing systems and technologies.
