In its resolution 1133(1997) of 20 October 1997, the Security Council requested me to report every 60 days from the date of extension of the mandate of the United Nations Mission for the Referendum in Western Sahara(MINURSO) on the progress in the implementation of the settlement plan and the agreements reached between the parties.

طلب مني مجلس اﻷمن، في قراره ١١٣٣ ١٩٩٧ المؤرخ ٢٠ تشرين اﻷول/أكتوبر ١٩٩٧، أن أقدم تقريرا كل ٦٠ يوما من تاريخ تمديد وﻻية بعثة اﻷمم المتحدة ﻹجراء اﻻستفتاء في الصحراء الغربية عن التقدم المحرز في تنفيذ خطة التسوية واﻻتفاقات التي جرى التوصل إليها بين الطرفين

it recalled Security Council resolution 1056( 1996), in which the Council suspended the work of the Identification Commission of the United Nations Mission for the Referendum in Western Sahara and supported the reduction in the size of the military component of the Mission as a result of insufficient progress in the implementation of the settlement plan.

At these meetings the discussion focused on ways of breaking the current impasse in the implementation of the settlement plan, particularly issues highlighted by the Security Council: the resumption of identification, the release of political prisoners, the exchange of prisoners of war,

وفي تلك اﻻجتماعات تركزت المناقشة على سبل الخروج من المأزق الحالي الذي يعترض تنفيذ خطة التسوية، وخاصة المواضيع التي أشار إليها مجلس اﻷمن:

The Frente POLISARIO had reaffirmed its commitment to the settlement plan and its readiness to continue the dialogue and negotiations with Morocco, under the auspices of the Personal Envoy, within the strict framework of the plan, the Houston agreements and the protocols of May 1999, in order to overcome the final obstacles in the implementation of the settlement plan.

وأعادت جبهة البوليساريو تأكيد التزامها بخطة التسوية واستعدادها لمواصلة الحوار والمفاوضات مع المغرب، برعاية المبعوث الشخصي، ضمن الإطار المحدد للخطة، واتفاقات هيوستن، وبروتوكولات أيار/مايو 1999، وذلك من أجل تذليل العقبات الأخيرة التي تعترض سبيل تنفيذ خطة التسوية

On 10 November, the Permanent Representative of Morocco to the United Nations forwarded the observations of his Government on the comments of Algeria and of the Frente POLISARIO concerning the draft Framework Agreement, as well as on the latter ' s proposals to overcome the obstacles in the implementation of the settlement plan(see annex III to the present report).

With regard to the appeals process, the Frente POLISARIO reiterated its willingness to cooperate with the United Nations to resolve all problems encountered in the implementation of the settlement plan and to examine any proposals to be made by the United Nations aimed at launching the appeals process.

On 10 November, the Permanent Representative of Morocco to the United Nations had forwarded the observations of his Government on the comments of Algeria and of the Frente POLISARIO concerning the draft framework agreement, as well as on the latter ' s proposals to overcome the obstacles in the implementation of the settlement plan(see S/2002/41, annex III).

the Council stressed the need for progress to be made in the implementation of the Settlement Plan which had been accepted by Morocco and the Polisario Front and reiterated its commitment to holding a referendum.

By resolution 1235(1999), the Security Council, inter alia, decided to extend the mandate of MINURSO until 14 May 1999; and requested the Secretary-General to keep the Council informed of all significant developments in the implementation of the settlement plan and the agreements reached with the parties, and, as appropriate, on the continuing viability of the mandate of MINURSO.(For the full text of resolution 1235(1999), see appendix V.).
