In my report of 20 June 2001 to the Security Council(S/2001/613), I described in some detail the difficulties that the United Nations had encountered over the past 10 years in its effort to implement the settlement plan, which has resulted in repeated breakdowns in the identification process.
Reiterating full support for the continued efforts exerted by the Secretary-General, his Personal Envoy, his Special Representative and the United Nations Mission for the Referendum in Western Sahara to implement the settlement plan and agreements adopted by the parties, to hold a free, fair and impartial referendum for the self-determination of the people of Western Sahara.
Calls upon the two parties to work henceforth with the Secretary-General and the United Nations Mission for the Referendum in Western Sahara in a spirit of genuine cooperation to implement the settlement plan in accordance with the relevant resolutions, to abandon their insistence on strict reciprocity in the operation of the identification centres and to cease all other procrastinating actions which could further delay the holding of the referendum;
Nevertheless, at a time when the United Nations had exhausted all efforts to implement the settlement plan and had begun to seek other options, and on the eve of the Secretary-General ' s most recent report and of the consideration of developments in the situation, aggressive and hostile comments were made to thwart the efforts of the Secretary-General, Mr. Baker and the Security Council by affirming that war had been declared and that the ceasefire was no longer valid.
