Our country attaches great importance to the implementation of the United Nations Programme of Action on Small Arms and Light Weapons and welcomes the June 2005 adoption of a draft political instrument on marking and tracing small arms and light weapons.
With respect to paragraph 5 of the draft resolution, we wish to recall the follow-up on the Instrument on marking and tracing, as defined in chapter VII of the Instrument(see A/60/88).
The initiative for an international instrument on marking and tracing techniques to be integrated into the manufacturing process of small arms and light weapons offers promise for the future, and deserves to be encouraged.
We were therefore profoundly disappointed that the efforts of the Open-ended Working Group established to elaborate an international instrument on the marking and tracing of illicit weapons did not produce an instrument which would be legally binding.
My delegation is pleased to note that the first session of the Open-ended Working Group on marking and tracing, held in June this year, took a promising first step under the able leadership of Ambassador Thalmann of Switzerland.
Once concluded, the international instrument on marking and tracing will constitute a significant step towards the eradication of the illicit trade in small arms and light weapons, one axis of the current proliferation.
In that regard, the Regional Centre integrated the International Small Arms Control Standards and the International Ammunition Technical Guidelines on marking and tracing into its stockpile management guidelines to support the technical capacity of States.
Australia welcomes the considerable progress to date in negotiations on an instrument on the marking and tracing of small arms and light weapons, and looks forward to a successful conclusion to the negotiations.
In that understanding, the negotiation of a legally binding instrument on marking and tracing would aim at the strengthening of international efforts aimed at addressing this problem on a global scale.

Member States were not able to adopt a legally binding international instrument on the marking and tracing of small arms and light weapons.
It was also important to look into the issue of arms brokers and to develop a reliable marking and tracing system, capable of identifying individual weapons, in order to prevent the diversion of arms to illicit traffic.
In this context, as stated during the Meeting, CARICOM is committed to the establishment of a legally binding instrument on marking and tracing, which would advance the objective of the effective regulation of the trade in small arms and light weapons.
We are prepared to support and become a sponsor of draft decision A/C.1/60/L.55, submitted by Switzerland, by which the General Assembly would adopt the draft instrument proposed by the Open-ended Working Group on marking and tracing.
Peru advocates the most effective implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons, and in particular the adoption of a binding international instrument on marking and tracing such weapons.
MERCOSUR and associated countries recognize that the provisions on how to undertake marking, the maintenance of registries and cooperation in tracing contained in the marking and tracing instrument are compatible with the obligations of our countries as States parties to CIFTA.
