Under this agenda item, the representative of the Secretariat will give an update on the implementation of decision V/32 on the enlargement of the scope of the Trust Fund to Assist Developing Countries and Other Countries in Need of Technical Assistance in the Implementation of the Basel Convention since the ninth meeting of the Conference of the Parties.

يحيط علماً بميزانية الصندوق الاستئماني المخصصة لمساعدة البلدان النامية والبلدان الأخرى المحتاجة إلى المساعدة التقنية في تنفيـذ اتفاقية بازل(الصندوق الاستئماني للتعاون التقنـي) البالغة[]That it encourages other stakeholders to contribute financially and with other means to activities concerning the implementation of the Basel convention in Africa as prioritized in the Action Plan of the Environment Initiative of the NEPAD, especially through partnerships and other activities related to environmentally sound management in small and medium enterprises;

يستهل استعراضاً للصندوق الاستئماني لمساعدة البلدان النامية والبلدان الأخرى المحتاجة إلى المساعدة التقنية في تنفيذ اتفاقية بازل بغرض ربط المساهمات الطوعية المخصصة للصندوق بشكل أفضل بقائمة قصيرة بالأولويات الاستراتيجية التي حددها مؤتمر الأطراف على أساس كل[سنتين][ثلاث سنوات]وتقوم الأمانة باستحداث أدوات اتصال ومراكز للتعليم والمعلومات عن بعُد مع المراكز الإقليمية بشأن المجالات الحرجة ذات الأهمية لتنفيذ اتفاقية بازل مثل المعلومات عن الاتجار بالنفايات الخطرة، وبأفضل الممارسات والتكنولوجيات المتاحة، والمرافق وتنظيم أسواق إعادة التدوير، والخبرات الوطنية في تدنية النفايات الخطرة وغيرها من النفايات، ونقل الدراية الفنية والتكنولوجيات السليمةناقَش الفريق العامل هذا البند الفرعي في جلسته العامة الثالثة المعقودة صباح الثلاثاء 11 أيار/مايو 2010، وكان معروضاً عليه مذكرة من الأمانة تتعلق بتنفيذ المقرّر 5/32 بشأن توسيع نطاق الصندوق الاستئماني لمساعدة البلدان النامية والبلدان الأخرى التي تحتاج إلى المساعدة في تنفيذ اتفاقية بازل( UNEP/ CHW/ OEWG/ 7/ 13In decision IX/2, the Conference of the Parties at its ninth meeting decided to enlarge the scope of the Trust Fund to Assist Developing Countries and Other Countries in Need of Technical Assistance in the Implementation of the Basel Convention to establish an implementation fund to assist any Party that is a developing country or a country with an economy in transition and is the subject of a submission.
في المقرر د-9/2، قرر مؤتمر الأطراف في اجتماعه التاسع توسيع نطاق الصندوق الاستئماني لمساعدة البلدان النامية والبلدان الأخرى التي تحتاج إلى مساعدة تقنية في تنفيذ اتفاقية بازل على إنشاء صندوق للتنفيذ يوفّر المساعدة للأطراف من البلدان النامية أو البلدان التي تمر اقتصاداتها بمرحلة انتقالية والتي تكون موضوعاً لِمذكّرةWhile commending the substantial progress in the implementation of the Basel Convention, the Fourth Lomé Convention and other regional conventions, the Ad Hoc Committee pointed to the urgency of defining the type of hazardous wastes controlled under the Basel Convention and to negotiate, adopt and implement a protocol on liability and compensation for damage resulting from the transboundary movement and disposal of hazardous wastes.

في 15 شباط/فبراير 2012، أرسلت الأمانة رسالة إلى جميع الأطراف في Speaking on behalf of herself and her Co-Chair, Mr. Prakash Kowlesser(Mauritius), she observed that the role of the Working Group was to assist the Conference of the Parties in developing and keeping under review the operational policies and decisions adopted by the Conference of the Parties on policy, technical, scientific, legal and institutional matters related to the implementation of the Basel Convention.
