After milling activities were ceased, the tower was used as a club and a restaurant, but it did not work out, partly due to the complaints from the neighbors against the noise and, when we visited in the summer 2012, it was not in any use at all.
We were there just last week in the prime of sakura season out here, and the park was quite crowded- especially by our usual Niigata standards for crowds these days! However, when we visited yesterday it was much more calm.
And when you visit be sure to walk to Artillery Hill; when we visited we spotted a massive submarine being escorted to open water from the Naval Magazine Indian Island which is the US Navy's primary munitions-handling dock on the Pacific coast.

Unfortunately we were only able to dine there once(at breakfast) because they were closed for an indeterminate amount of time for a private function on the weekend wevisited.
