The SBSTA noted the improvement in reporting of GHG inventories by most Annex I Parties and urged Parties that have not fully followed the reporting requirements identified in decision 3/CP.5 to continue to improve their reporting, especially their national inventory reports, and to make every effort to submit their complete GHG inventories, including a national inventory report, by 15 April of each year.

On initiation of the Nairobi work programme, the secretariat contacted relevant organizations to inform them of the programme and of the conclusions of the SBSTA referred to in paragraph above that urged them to undertake their own activities in support of the objective and themes identified in decision 2/CP.11, and to share the outcomes with the SBSTA, as appropriate.

To this end, the SBSTA invited relevant organizations and other stakeholders to participate in the implementation of activities under the Nairobi work programme, and urged them to undertake their own activities in support of the objective and themes identified in decision 2/CP.11 and to share the outcomes of these activities with the SBSTA at subsequent sessions, as appropriate.

Background: The SBSTA, at its thirty-sixth session, continued its work on issues identified in appendix II to decision 1/CP.16 and initiated its consideration on additional issues identified in decision 12/CP.17 relating to guidance on systems for providing information on how safeguards are addressed and respected and guidance for the technical assessment of the proposed forest reference emission levels and forest reference levels.

The Commission further recognizes the intention of the Governments participating in the Washington Intergovernmental Conference to take action to develop, in accordance with the provisions of the Global Programme of Action, a global, legally binding instrument for the reduction and/or elimination of emissions, discharges and, where appropriate, the elimination of the manufacture and use of the persistent organic pollutants identified in decision 18/32 adopted by the Governing Council of UNEP at its eighteenth session(see A/50/25, annex).
