The Special Committee continued to take into account the provisions of the relevant resolutions of the United Nations bodies concerned relating to the Third Decade to Combat Racism and Racial Discrimination, including in particular General Assembly resolution 48/91 of 20 December 1993, the relevant report of the Secretary-General, 12/ and Economic and Social Council decision 1994/241 of 22 July 1994.
It also maintained its firmly held view concerning the legal basis for the settlement of the issue of the Palestinian refugees, namely the implementation of the relevant United Nations resolutions, in particular General Assembly resolution 194(III), which would prepare the way for the establishment of peace and stability in the region.
The priority concerns of the international community with regard to the situation of human rights in Iraq are referred to in the resolutions which the various competent organs of the United Nations have adopted over the past seven years, in particular General Assembly resolution 51/106 and Commission resolution 1997/60, which are the most recent.

Programme of Action adopted by the World Conference on Human Rights(A/CONF.157/23), as well as subsequent resolutions of the Assembly and of the Commission on this matter, in particular General Assembly resolution 52/148 of 12 December 1997.
