وتستهل التوصيات بتوصية عامة بأنه ينبغي للتعاون الدولي في مكافحة اﻻتجار غير المشروع بالمخدرات والمؤثرات العقلية عن طريق البحر أن تحكمه مراعاة مبادئ القانون الدولي، وخصوصا تلك المتعلقة باﻻحترام التام للسيادة والسﻻمة اﻹقليمية، ومراعاة Calls upon the Commission on Human Rights to continue to give priority to the review of the fundamental factors that negatively affect the observance of the principles of national sovereignty and non-interference in the internal affairs of States in their electoral processes and to report to the General Assembly at its fiftieth session, through the Economic and Social Council;
تطلب إلى لجنة حقوق اﻻنسان أن تواصل إعطاء اﻷولوية ﻻستعراض العوامل اﻷساسية التي تؤثر تأثيرا سلبيا على مراعاة مبدأي السيادة الوطنية وعدم التدخل في الشؤون الداخلية للدول في عملياتها اﻻنتخابية، وأن تقدم إلى الجمعية العامة تقريرا في هذا الشأن في دورتها الخمسين، عن طريق المجلس اﻻقتصادي واﻻجتماعيأن الطرفين مقتنعان، بأن مراعاة المبادئ العامة في السيادة، والمساواة، والسﻻمة اﻹقليمية، وحرمة الحدود، وعدم التدخل في الشؤون الداخلية ﻷحدهما اﻵخر، والتسوية السلمية للمنازعات، وكذلك قواعد القانون الدولي المعترف بها عامة هي ضمان السﻻم واﻷمن الدوليينSuch efforts should be based on, inter alia, the following pillars: observance of the principles of humanity, neutrality and impartiality in providing humanitarian assistance; adherence to international law in the work of humanitarian personnel and United Nations and associated personnel; and protection when any act or failure to act hinders or prevents the performance of their humanitarian functions.
وينبغي لتلك الجهود أن تقوم، في جملة أمور، على الركائز التالية: مراعاة مبادئ الإنسانية، والحياد والنزاهة في تقديم المساعدة الإنسانية؛ والامتثال للقانون الدولي في عمل العاملين الإنسانيين وموظفي الأمم المتحدة، والعاملين المرتبطين بذلك؛ وتوفير الحماية لهم، حين يؤدي أي تصرف أو عدم تصرف، إلى عرقلة أو منع أداء مهامهم الإنسانيةوكذلك طلبت الجمعية الى لجنة حقوق اﻻنسان أن تواصل في دورتها التاسعة واﻷربعين إعطاء اﻷولوية ﻻستعراض العوامل اﻷساسية التي تؤثر تأثيرا سلبيا على مراعاة مبدأي السيادة الوطنية وعدم التدخل في الشؤون الداخلية للدول في عملياتها اﻻنتخابية، وأن تقدم الى الجمعية، في دورتها الثامنة واﻷربعين، تقريرا في هذا الشأن، عن طريق المجلس اﻻقتصادي واﻻجتماعيCalls upon the Commission on Human Rights at its fiftieth session to continue giving priority to the review of the fundamental factors that negatively affect the observance of the principles of national sovereignty and non-interference in the internal affairs of States in their electoral processes and to report to the General Assembly at its forty-ninth session, through the Economic and Social Council;

أ قرار الجمعية العامة ٨٤/١٢٤، وفيه طلبت الجمعية العامة إلى اللجنة أن تواصل في دورتها الخمسين إعطاء اﻷولوية ﻻستعراض العوامل اﻷساسية التي تؤثر تأثيرا سلبيا على مراعاة مبدأي السيادة الوطنية وعدم التدخل في الشؤون الداخلية للدول في عملياتها اﻻنتخابية، وأن تقدم الى الجمعية العامة في دورتها التاسعة واﻷربعين تقريرا في هذا الشأن عن طريق المجلس اﻻقتصادي واﻻجتماعيFull membership of the Republic of Uzbekistan in the Shanghai Five entails observance of the principles embodied in the agreements on confidence-building in the military field and on the mutual reduction of armed forces in the border area signed in Shanghai and Moscow in 1996 and 1997 respectively, and also other agreements reached between the heads of State of the Five.
أن المشاركة الكاملة الحقوق لجمهورية أوزبكستان في" مجموعة شنغهاي الخُماسية" تستوجب التقيد بالمبادئ المبينة في الاتفاقين الموقعين على التوالي عامي 1996 و 1997 في مدينتي شنغهاي وموسكو بشأن تعزيز الثقة في المجال العسكري وبشأن الخفض المتبادل للقوات المسلحة في المناطق الحدودية، وسواهما من الاتفاقيات التي أُبرمت بين رؤساء دول" المجموعة الخُماسيةThese include the right to cultural autonomy(art. 5); observance of the principles of non-discrimination and the right to identity, culture, religion, education, and public and private use of a language and alphabet(art. 6); the protection of the right to equality of participation in public affairs(art. 6) and establishment of a special political status, resulting in a form of limited self-rule, for districts where members of ethnic and national communities or minorities form a majority of the population(art. 13).
