Despite efforts for greater country-level programmatic coherence, system-wide participation of relevant United Nations organizations in country-level development activities and coordination mechanisms still differs in level, quality and intensity, and is inadequate in some organizations(paras. 42 and 43)[E.1b].
The United Nations Policy on Post-Conflict Employment, Income Generation and Reintegration, elaborated under the leadership of ILO and UNDP, offers practical examples of programmatic coherence through the three-track approach of concurrent measures aimed at stabilization, local economic recovery and sustainable decent work.
