At the same time we wish to stress that humanitarian action must be based on realistic assessments of the needs for protection and assistance of all the persons affected-- without any distinction and in accordance with humanitarian principles-- as well as on the known capacity of all the national and international actors on the ground.

Encourages the United Nations and other relevant humanitarian actors to include as part of their risk management strategy the building of good relations and trust with national and local governments, and to promote acceptance by local communities and all relevant actors, in order to enable humanitarian assistance to be provided in accordance with humanitarian principles;
While promoting an integrated approach to the crisis, it will be important to ensure a distinction between political and security efforts on the one hand and humanitarian operations on the other hand, so that humanitarian assistance can be provided throughout the country in a manner that is in keeping with humanitarian principles and is perceived as impartial and independent by the people.
(b) To continue to urge the Government of the Democratic People ' s Republic of Korea to ensure that humanitarian assistance, especially food aid, destined for the people of the Democratic People ' s Republic of Korea is distributed in accordance with humanitarian principles and that representatives of international humanitarian actors are allowed to travel throughout the country to monitor this distribution;
(f) play a central coordinating role to facilitate the delivery of humanitarian assistance in accordance with humanitarian principles and with a view to building the capacity of the Afghan Government, including by providing effective support to national and local authorities in assisting and protecting internally displaced persons and to creating conditions conducive to the voluntary, safe, dignified and sustainable return of refugees and internally displaced persons;
(c) play a central coordinating role to facilitate the delivery of humanitarian assistance in accordance with humanitarian principles and with a view to building the capacity of the Government of Afghanistan, including by providing effective support to national and local authorities in assisting and protecting internally displaced persons and to creating conditions conducive to the voluntary, safe, dignified and sustainable return of refugees and internally displaced persons;
(e) to coordinate and facilitate the delivery of humanitarian assistance, in support of the Afghan Government and in accordance with humanitarian principles, with a view to building the capacity of the Government so it can assume the central and coordinating role in the future, including by providing effective support to national and local authorities in assisting and protecting internally displaced persons and to creating conditions conducive to the voluntary, safe, dignified and sustainable return of refugees and internally displaced persons;
(f) To play a central coordinating role to facilitate the delivery of humanitarian assistance in accordance with humanitarian principles and with a view to building the capacity of the Government of Afghanistan, including by providing effective support to national and local authorities in assisting and protecting internally displaced persons and to creating conditions conducive to the voluntary, safe, dignified and sustainable return of refugees and internally displaced persons;
(e) Coordinate and facilitate the delivery of humanitarian assistance, in support of the Afghan Government and in accordance with humanitarian principles, with a view to building the capacity of the Government so that it can assume the central and coordinating role in the future, including by providing effective support to national and local authorities in assisting and protecting internally displaced persons and to creating conditions conducive to the voluntary, safe, dignified and sustainable return of refugees and internally displaced persons.
(m) To ensure immediately safe and unhindered access to all parts of Myanmar for the United Nations and international humanitarian organizations and to cooperate fully with those organizations so as to ensure that humanitarian assistance is delivered in accordance with humanitarian principles and reaches the most vulnerable groups of the population in accordance with international law, including applicable international humanitarian law;
(h) To ensure full, safe and unhindered access to humanitarian aid and take measures to allow humanitarian agencies to secure its impartial delivery to all parts of the country on the basis of need in accordance with humanitarian principles, as it pledged to do, and to ensure access to adequate food and implement food security policies, including through sustainable agriculture;
Urges the authorities of the Democratic People ' s Republic of Korea to ensure that humanitarian organizations, including nongovernmental organizations and United Nations agencies, in particular the World Food Programme, have full, free, safe and unimpeded access to all parts of the Democratic People ' s Republic of Korea in order for them to ensure that humanitarian assistance is delivered impartially on the basis of need, in accordance with humanitarian principles;
every country, in accordance with humanitarian principles and solidarity must bear responsibility for the creation of the human family.
The Representative calls on humanitarian organizations and agencies to regularly review their own compliance with humanitarian principles; resist accepting conditions that would compromise, or be perceived as compromising, the principles of humanity, neutrality, impartiality and the independence of their operations; and reinforce their efforts to ensure that recipient rights-holders are fully involved in the planning, implementation and evaluation of humanitarian assistance.

Additionally, several codes of conduct have been developed to guide the behaviour of humanitarian actors in line with humanitarian principles.
