The ASEAN Member States appreciated Japan's contribution to the region and international community under the policy of''Proactive Contribution to Peace'' and mentioned Japan's cooperation for countering terrorism, violent extremism and transnational crimes, and cooperation for maritime security.
We welcome NATO's work to put its existing Alliance Maritime Strategy(AMS) into action, the EU Maritime Security Strategy(EUMSS) and the corresponding Action Plan, 2050 Africa's Integrated Maritime Strategy as well as the UK and US National Strategies for Maritime Security.
He gave an overview of the two principal proposals of the Study Group regarding crisis management and capacity building for maritime security, as well as its relation to the proposed concept of"OMSEA Organization for Maritime Security in East Asia.
Maritime Security We reiterate our commitment to maintaining a rules-based maritime order in accordance with the principles of international law as reflected in UNCLOS, to peaceful dispute settlement supported by confidence building measures and including through legal means as well as to sustainable uses of the seas and oceans, and to respecting freedom of navigation and overflight.
Maritime Security and Cooperation: We underscored the importance of maintaining peace, stability and prosperity in the region and promoting maritime security and safety, freedom of navigation, unimpeded commerce, exercise of self-restraint and resolution of disputes by peaceful means in accordance with universally recognised principles of international law, including the 1982 United Nations Convention on the Law of the Sea UNCLOS.
The Report places crisis management and capacity building in the field of maritime security as the two main pillars of its recommendations, and proposes to establish an Organization for Maritime Security in East Asia(OMSEA), a permanent forum for regional actors to exchange views and information regarding maritime security and pursue multilateral cooperation.
We, the Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, the United States of America and the High Representative of the European Union, are convinced that we can comprehensively counter threats to maritime security only if we follow a cooperative, rules‑based cross‑sector approach and coordinate our actions nationally, regionally and globally.
Dr. Shafiah F. MUHIBAT from CSIS, Indonesia and Ms. Jane CHAN Git Yin from RSIS, Singapore shared some questions on the"AMOSC" proposal. They commented by saying that it might be better first to streamline the existing ASEAN architecture on maritime security rather than creating new one, and the need to better combine the AMOSC and the ASEAN centrality concept.
Following the keynote speech, the seminar was divided into three sessions(1. Security Environment surrounding East Asia and Japan's diplomatic challenges, 2. Security Environment surrounding Europe and V4's diplomatic challenges, and 3. Interlinking the Security Environment of East Asia and Central Europe, and common diplomatic challenges for V4 and Japan) that addressed issues of marine security, cyberspace, and missile defense.
Prime Minister Abe commented that Japan is very focused on the Philippines, that Japan has pushed forward the development of the Philippines for many years up to now through the Japan International Cooperation Agency(JICA) and so on, and that Japan will continue to provide the utmost support regarding matters upon which President Duterte is particularly focused, such as maritime security, measures against terrorism, Mindanao Peace, and nation-building based on long-term development plans.
