The Chair: It is my understanding that the Commission has reached a consensus by which the 2011 substantive session of the Commission will include three substantive agenda items, namely," Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons"," Elements of a draft declaration of the 2010s as the fourth disarmament decade" and" Practical confidence-building measures in the field of conventional weapons".
As members are aware, there are three substantive items on the Commission ' s agenda for this last year of the current cycle, namely," Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons";" Elements of a draft declaration of the 2010s as the fourth disarmament decade"; and" Practical confidence-building measures in the field of conventional weapons".
Accordingly, we supported the establishment of another subsidiary body to address three issues this session:" Recommendations for achieving the objective of nuclear disarmament and non-proliferation of nuclear weapons" in Working Group 1;" Elements of a draft declaration of the 2010s as the fourth disarmament decade" in Working Group 2; and" Practical confidence-building measures in the field of conventional weapons" in Working Group 3.
Moreover, we welcome the adoption by consensus of the substantive agenda items:" Recommendations for achieving the objective of disarmament and non-proliferation of nuclear weapons";" Elements of a draft declaration of the 2010s as the fourth disarmament decade"; and" Practical confidence-building measures in the field of conventional weapons", which will be taken up once we have completed work on the elements of a draft declaration of the 2010s as the fourth disarmament decade.
However, despite that, we could not reach a consensus on elements of a draft declaration.
First, there is the agenda item on the elements of a draft declaration of the 2010s as a fourth disarmament decade.
Resolution 61/67 mandates the Disarmament Commission to" prepare elements of a draft declaration of the 2010s as the fourth disarmament decade".
This session of the Disarmament Commission will also discuss the elements of a draft declaration of the 2010s as the fourth disarmament decade.
The reason for the addition is that the Working Group on elements of a draft declaration made good progress but could not finish its work.
On the elements of a draft declaration of the 2010s as the fourth disarmament decade, the Nigerian delegation wishes to emphasize the following several points.
Finally, South Africa welcomes the inclusion of an item on the elements of a draft declaration on a fourth disarmament decade in the Commission ' s substantive agenda.
Notwithstanding the absence of a consensus on elements of a draft declaration for the fourth disarmament decade, we look forward to a brighter, effective and fruitful session in 2012.
This demarche by these two nuclear-weapon States is in accordance with the principles and objectives of the elements of a draft declaration of the 2010s as the fourth disarmament decade.
Thirdly, I should like to recall that resolution 61/67 contains a mandate for the Commission to prepare elements of a draft declaration of the 2010s as the fourth disarmament decade.

We surely should be able to agree on the elements of a draft declaration of the 2010s as the fourth disarmament decade, which we have been entrusted to do at this session.
During the previous session of the Disarmament Commission, we held valuable discussions on the elements of a draft declaration of the 2010s as the fourth disarmament decade, and achieved much common understanding.
