The MCS system of Fiji was comprised of an observer programme, data management, licensing regime, operation of surface vessels and aircraft and inspection of vessels berthing at its ports.
GFCM currently has no observer programme, but adopted in February 2006 the ICCAT trans-shipment recommendation, calling for the establishment of a GFCM regional observer programme.
