The Optional Protocol to the Convention on the Rights of the Child, ratified by Syria in 2003, bans government forces and non-state armed groups from recruiting and using children, defined as anyone under 18, as fighters and in other support roles.
The Committee recommends that in order to further strengthen the fulfilment of children's rights the State party consider ratifying the Optional Protocol to the Convention on the Rights of the Child on a communications procedure and ensure that appropriate mechanisms are in place to ensure it is fully implemented.
Red Hand Day was initiated in 2002 when the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflict entered into force on February 12, 2002.
The Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women(external link) was adopted by resolution A/RES/54/4 of the General Assembly on 6 October 1999 and entered into force on 22 December 2000.

The Committee, a working group or the Special Rapporteuron Communications under the Optional Protocol, acting on behalf of the Committee, may request the State party or the author or authors of the communication to submit, within specified time limits, additional written explanations or statements relevant to the question of admissibility or the merits of a communication.
The Committee welcomes that the mandate of the Human Rights Commission of the Maldives allows it to receive complaints from, or on behalf of children on violations of the Convention and the Optional Protocol, and that the Human Rights Commission has emphasized children's rights in its work.
While welcoming the publication and distribution to educators of materials on children’s rights and the Optional Protocol by Catholic specialized institutions, the Committee is concerned that similar measures have not been taken by the Holy See to raise awareness about the Protocol to children, their families and the public at large and in particular to inform children on how to protect themselves and to report these offences.
If the State Party has ratified or acceded to the Optional Protocol and the Committee has issued views entailing provision of a remedy or expressing any other concern, relating to a communication received under that Protocol, the Convention-specific document should include further information about the remedial steps taken as well as other steps taken to ensure that any circumstance giving rise to the communication does not recur.
The Committee encourages the State party to adopt and implement a comprehensive national plan of action for children and ensure that it takes into account both the Optional Protocols as well as the Convention on the Rights of the Child.
