A DRAFT BUDGET in Arabic translation

Pursuant to the decision of the Assembly of the International Seabed Authority at the third part of its first session, held at Kingston from 7 to 18 August 1995, pending the election of the Secretary-General of the Authority, the Secretary-General of the United Nations submitted to the United Nations General Assembly at its fiftieth session, on behalf of the Authority, a draft budget covering the administrative expenses of the Secretariat of the Authority and the conference-servicing costs of the Authority for 1996.

عمﻻ بمقرر جمعية السلطة الدولية لقاع البحار، في الجزء الثالث من دورتها اﻷولى المعقود في كينغستون في الفترة من ٧ إلى ٨ آب/أغسطس ٥٩٩١، قدم اﻷمين العام لﻷمم المتحدة إلى الجمعية العامة لﻷمم المتحدة، في دورتها الخمسين، في انتظار انتخاب اﻷمين العام للسلطة ونيابة عن السلطة، مشروع ميزانية يغطي المصروفات اﻹدارية ﻷمانة السلطة وتكاليف خدمة مؤتمرات السلطة لعام ٦٩٩١

The Minister of Finance issues a circular that specifies the necessary steps for the preparation of next year's draft budget during the third month of the present fiscal year. Such a circular shall include budget cap, approved strategic objectives, indicators, revenue forecast and the fixed deadline for submitting a draft budget to MoF. The minister shall issue another circular on closure of accounts and preparing the final account of the previous fiscal year.

يُصدر وزير المالية تعميماً يحدد فيه الخطوط اللازمة لإعداد مشروع ميزانية السنة التالية خلال الشهر الثالث من السنة المالية الجارية؛ يشتمل على سقف الميزانية والأهداف الاستراتيجية المعتمدة والمؤشرات والتوقعات الخاصة بالإيرادات والموعد المحدد لتقديم مشروع الميزانية للوزارة، كما يُصدر تعميماً آخر بإقفال الحسابات وإعداد الحساب الختامي عن السنة المالية المنتهية

The Intergovernmental Negotiating Committee, at its sixth session, invited the secretariat to prepare for consideration by the Committee at its seventh session a paper outlining possible options for financial rules and a draft budget for the first biennium after the Convention enters into force, and to integrating therein e secretariat arrangements and financial provisions for the secretariat therein, for consideration by the Committee at its seventh session.

Since neither election had been held, and the Secretary-General of the Authority could be elected at the earliest only during the next session of the Assembly, in March 1996, the Assembly decided to request the Secretary-General of the United Nations to submit to the General Assembly at its fiftieth session, on behalf of the Authority, a draft budget covering the administrative expenses of the Authority for 1996, including the costs of convening and servicing meetings of the Authority as necessary.

وحيث أنه لم يتحقق أي انتخاب منهما، ونظرا الى أنه ﻻ يمكن انتخاب اﻷمين العام للسلطة في أقرب وقت ممكن سوى أثناء الدورة المقبلة للجمعية المعقودة في آذار/مارس ١٩٩٦، فقد قررت جمعية السلطة أن تطلب الى اﻷمين العام لﻷمم المتحدة أن يقدم الى الجمعية العامة في دورتها الخمسين، بالنيابة عن السلطة، مشروع ميزانية تغطي النفقات اﻹدارية للسلطة لعام ١٩٩٦، شاملة تكاليف عقد اجتماعات السلطة، حسب اﻻقتضاء، وتوفير الخدمات لها

No conclusions were reached by the Preparatory Commission; at its twelfth session, it decided that the Secretariat of the United Nations would prepare for its forthcoming meeting, to be held from 1 to 12 August 1994, a draft budget for the first financial period of the Authority(i. e for the period up to 31 December 1996), which would be based on the background paper LOS/PCN/WP.51 and would take into account statements made during the consideration of the item in that session(LOS/PCN/L.114/Rev.1, para. 32).
